BACKGROUND AND PURPOSE OF ASSIGNMENT
The World Food Programme (WFP) continues to enable the Government’s preparedness and response capacities in the Philippines. The Country Office will implement the Preparedness and Response Excellence in the Philippines (PREP) project through a series of support actions in partnership with or directed at relevant national agencies and local government units. Additionally, various minimum and advanced preparedness actions in emergencies will be undertaken internally. A Programme Assistant will support the activities in the Emergency Preparedness and Response (EPR) Unit. He/She is responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard WFP guidelines and practices; can recommend courses of action to staff at various levels and can work with minimum supervision. He/She will be supervised by an EPR Officer and receive guidance from the Emergency Coordinator.
KEY ACCOUNTABILITIES (not all-inclusive)
• Provides project management support following established targets and WFP’s policies and procedures.
• Performs general office duties including records keeping, documentation, equipment and supplies inventory management, data entry, and addressing administrative needs that impact the daily operations of the EPR Unit.
• Works and exchanges information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
• Supports communication with local partners, including agencies, NGOs and government institutions. • Acts as a point of contact for the resolution of general operational queries.
• Follows standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of a crisis.
• Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area or a Bachelor’s degree in business administration, public administration, management, social sciences, communication, information management and other similar specializations.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
Experience: Minimum of 5 years of professional experience in a relevant field of work in a corporate, government, or humanitarian setting
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has experience in any aspect of project management: assessment, planning, implementation, or monitoring and evaluation
• Work experience or volunteer engagement in an emergency is an advantage

ABOUT WFP
The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.
The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.
Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:
• Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
• Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
• Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
• Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.
ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide, working in more than 80 countries. It is well known for its ability to deliver food assistance rapidly to people in need. In 2020, WFP received the prestigious Nobel Peace Prize award for “…its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war".
In the Philippines, WFP focuses on crisis response and resilience building. Two of its strategic objectives are as follows: “Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency” and “National and local government agencies have enhanced capabilities to reduce vulnerability to shocks”. Going forward, preparedness is core to WFP’s pillar on crisis response in the Country Strategic Plan (CSP) 2023-2028. These strategic objectives are framed within the context of the Philippines being one of the world’s most disaster-prone countries. It is an archipelago exposed to multiple hazards including intense typhoons, long-lasting floods, landslides, volcanic eruptions, and droughts. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.
