ORGANIZATIONAL CONTEXT

The WFP’s Global Office in Berlin, Germany was established in 2004 to strengthen the partnerships with the government authorities and other stakeholders in Germany, Austria, and Liechtenstein, as well as for media and public relations in the German-speaking parts of Europe. Throughout the past years, Germany emerged to be WFP’s second largest bilateral government donor.

JOB PURPOSE

The Partnerships Officer will be the Special Assistant of the WFP Director of the Global Office Germany. In the role, the incumbent will be supporting the Director in the whole range of the portfolio of the office, including Government Partnerships and Communications.

KEY ACCOUNTABILITIES (not all-inclusive)

Government Partnerships

  • Support the BER Director in maintaining strong relations and partnerships with WFP partners including German, Austrian, and Liechtenstein ministries, parliamentarians, think tanks, NGOs, UN partners, and other organizations of strategic importance to WFP.
  • Draft talking points, briefings, speeches, PowerPoint presentations, and outcome reports for the BER Director for internal and external meetings, conferences, and other high-level events.
  • Advise the BER director on agricultural policy in Germany, Austria, and Liechtenstein, narratives that connect WFP programmes in the Global South with domestic (agricultural) issues.
  • Accompany BER Director on duty travel when required and coordinate the organization of the BER Director’s missions with designated focal points in HQ, RBs, and COs.
  • Support the BER Director in meetings within and outside the organization, ensuring he has the necessary briefing material and talking points and take note for the record as required.
  • Represent WFP at meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities.
  • Assist in the preparation of the mid-year and end-year Annual Performance Plan (APP) review as well as the APP planning for the following year.

Communications

  • Stay abreast of public policy trends and political developments in Austria, Germany, Liechtenstein connected to WFP operations; collate, analyze and provide reports on relevant issues from internal and external stakeholders in order to provide operational awareness and understanding of events that may be of importance to BER.
  • Conduct research, review and situational analysis of key documents, thematic areas and other topical issues relevant to BER and draft concept notes, papers, articles, background briefs where necessary.
  • Assist the BER Director in his external communications by assuring up-to-date background information is available, support content drafting for the BER Director’s social media channels, in close cooperation with the BER CAM team.

Management / Front Office

  • Work closely with staff from all BER units and ensure smooth internal communication.
  • Help to manage the BER Director’s time, travel, calendar and coordinate follow up actions as required.
  • Assist in organising meetings with government representatives and other relevant counterparts.
  • Support nurturing the relationship with different internal and external counterparts of BER on a regular basis with regards to follow up on issues, priorities and decisions relevant to BER management.
  • Perform any other duties not listed here as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • A master’s degree in International Relations, Development Studies, Political Science, Social Studies, or a similar background and/or an undergraduate university degree with additional years (2 years) of related work experience and/or training/courses
  • Academic background in rural development, agricultural sciences, sustainability studies, or related areas is desirable.

Knowledge & Skills:

  • At least 3 years of postgraduate progressively responsible professional experience in partnerships and communication roles.
  • Experience in communications, advocacy, and/or marketing for international organizations or related.
  • Experience in government partnerships and good knowledge of the political environment including political decision-making processes in Germany, Austria and Liechtenstein.
  • Experience in using technology and digital tools such as Salesforce and SAP for data collection, analysis and shared data-based insights.
  • Demonstrated ability to effectively work in teams promoting an inclusive and collaborative work environment.
  • Excellent written and verbal communication skills.

Languages:

  • Fluency in oral and written German is a must (mother tongue or CEFR level C2).
  • Excellent command of English and strong drafting skills are required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, pension plan and medical insurance.
