Background
|
ActionAid is responding to the humanitarian crises in Turkiye and Syria which has been classified as a Red Alert in the ActionAid Federation due to the escalating death toll of over 50,000 , with over 80,000 people injured and thousands still buried in the rubble in Türkiye and Syria. The earthquake has further exacerbated the situation for the 4.2M people in northwest Syria that were already relying on humanitarian assistance and suffering the consequences of the 12-year war.
Building on ActionAid’s existing partnerships and alliances in Turkiye and Syria, we are supporting a local partner-led humanitarian response focusing on providing immediate humanitarian relief including Shelter, food and NFIs, emergency medical care, psychosocial first aid and creating safe spaces for women and girls to prevent and protect against gender-based violence.
ActionAid Arab Region (AAAR) is leading this response on behalf of the Federation with ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.
In line with ActionAid’s humanitarian signature, target groups include the most vulnerable people, women, girls and young people.

Role Overview:
|
- To lead the development of an emergency response funding strategy and plan in line with the emergency response plan and programme
- To work with AA fundraising affiliates and associates to maximise fundraising opportunities from all donors in their markets (institutional, philanthropic, private sector, individual giving etc.) for the emergency response
- To scope, and where possible to realise, local fundraising within the disaster-affected country and region for the emergency response, recovery and resilience programme.
- To lead the development of concept notes , funding proposals and reporting, ensuring compliance with donor requirements
- To set up systems for effectively managing fundraised income (e.g. contract management etc.)
- To ensure efficient grant management and reporting of the humanitarian and recovery programme in line with donor requirements.The role reports to the AAAR Regional Director and works closely with the Senior Humanitarian Response Manager, the Head of Programmes as well as IHART Director, Global Advisors and AAI Humanitarian Director

|
Emergency Response Funding Strategy and Plan Development
|
- To work with programme, advocacy and policy emergency response staff to identify programme response areas of work that require funding.
- To ensure that programme activities, staffing costs and operational support is clearly budgeted and cost recovered in line with the global emergency response and resilience budget for the purposes of fundraising and cost recovery.
- To work with programme, finance, advocacy and policy emergency response staff to maximise fundraising opportunities for the response
- To ensure that the emergency response and resilience funding strategy and plans take partner and ActionAid regional and national capacities and resources strongly into consideration
- To maintain the funding stratgey and plan and keep it dynamic as programme needs change, and funds are raised
- To advise the humanitarian programme team, partners and relevant stakeholders on fund utilization planning in line with the global and project budgets and donor requirements.

Coordination and relationship management with ActionAid fundraising affiliates and associates
|
- Establish and manage relationships with ActionAid fundraising affiliates and maximize fundraising opportunities from all donors in their markets
- Regularly communicate the updated funding plan to fundraising affiliates /associates and IHART
- Identify fundraising priorities and communicate these to fundraisers
- Act as main point of contact for fundraisers, responding to funding enquiries
- Ensure fundraisers can effectively communicate funding needs to their donor markets

Local and regional fundraising
|
- Maximise existing relationships with fundraising contacts in country and in the wider region to scope potential funding opportunities, and match these with the funding strategy and plan requirements
- Build on existing national donor relationships, supporting relationship cultivation and income generation by sharing information on the emergency response and recovery programme e.g. through compelling communications products like case studies, information pieces, etc.
- Ensure that all funding opportunities for the emergency response are identified and considered in relation to the funding plan
- Work with programme, advocacy and funding colleagues in and out of country to proactively organise in person and virtual donor meetings, round tables, presentations and programme visits as applicable.

Concept and proposal development, reporting fundraising communications and networking.
|
- Develop generic and donor specific concept notes and budgets based on the funding strategy and plan with input of programmes, policy, advocacy and finance staff.In coordination with programme, advocacy,policy and and finance staff, write funding proposals and budgets for specific donors and projects, ensuring compliance with donor requirements.
- Responsible for donor reporting, with input from programme, advocacy, policy and finance staff, Develop periodic fundriaisng communications products together with programme, policy, advocacy and communications staff for internal and external audiences.
- Organise periodic fundraising webinars for the ActionAid federation members and actively participate in regional and federation wide internal and external fundraising
- Proactively engage and establish relationships with peer humanitarian and resilience fundraising specialists from other organisations for purpose of information sharing, coordination and collaboration (consortium development etc.)Respond to queries from donors, fundraising affiliates and associates as necessary

Award and Grant management system
|
- Ensure in country systems to log all incoming funds for the emergency response and recovery programme in line with ActionAid’s global grant management system are developed and functional.Ensure in country systems for managing reporting requirements to donors and internal KPIs in line with ActionAid’s global grant management system are developed and functional.
- Ensure that ActionAid Arab Region has adequate financial systems set up (in collaboration with Head of Finance and the senior finance officer for the response) to meet financial contractual obligations of donors.
- Monitor compliance to donor requirements in projects, and support compliance with additional systems where necessary (in line with downward accountability work and working closely with impact assessment staff.

Essential Experience
|
- Demonstrable experience in positioning and pursuit for funding opportunities within the humanitarian and/or development field
- Experience in securing and managing funds from major humanitarian institutional donors and other philanthropies
- Experience of writing successful funding proposals.
- Knowledge of major institutional donors and requirements, e.g. ECHO, UFCDO, AECID, UN agencies, DANIDAand other humanitarian donors
- Knowledge and experience in raising funds through philanthropy and partnerships
- Demonstrable experience of multi-donor budget development and financial management
- Experience managing donor funds, budgets and pipelines from within a charitable organisation.
- Practical field level experience responding to emergencies and other humanitarian crisis.
- Significant experience in working cross-organisational and in multicultural teams.
- Experience of working under pressure and managing multiple tasks to tight deadlines across time zones and for a variety of internal and external audiences.

Essential Knowledge

- In depth knowledge, understanding and commitment to the human rights based approach (HRBA) and ActionAid’s feminist principles.
- Solid understanding and commitment to women’s and young people’s leadership and feminist leadership principles, including a strong understanding of the role of women’s and young people’s organisations in humanitarian response and recovery.
