JOB PURPOSE

The HLS Capacity Strenghtnening – Training Consultant will be tasked to develop and implement an appropriate training strategy that provides appropriate learning opportunities for a wide range of stakeholders. The HLS Capacity Strenghtnening – Training Consultant will be required to design and implement a coherent and accessible curriculum, that correlates with existing WFP approaches and provides opportunities for sharing of training content and methodologies across several relevant projects. The HLS Capacity Strenghtnening – Training Consultant will also contribute to the Simulation Exercise as part of the HS3 scope of work.

The training will be designed to maximise access for participants which will mean that a variety of delivery models, including self-paced, online and face to face, will be required. The ability to design, deliver and assess appropriate exercises – table-top and full-scale is critical to the role.

KEY ACCOUNTABILITIES (not all-inclusive)

HLS Capacity Strenghtnening – Training Consultant, the incumbent will assist SCOL as follows:

  • Support the creation and development of a comprehensive supply chain training curriculum that meets the specific learning needs of HSC and HLS (“Humanitarian Logistics Services”) strategy and operations.
  • Conduct Learning and Training Needs Analysis with a range of teams to determine curriculum content needs.Work within the team to prioritise learning needs and develop appropriate training content to meet those needs.
  • Work in collaboration with WFP technical experts and the WeLearn team to produce high quality online content, and self-paced learning options, webinars.
  • Coordinate and liaise with WFP HLS knowledge-sharing counterparts and other relevant parties (e.g. donor administration personnel) on the implementation of training activities.
  • Facilitate a range of face to face training activities (e.g. workshops, online seminars, simulation exercises etc) individually or as part of a wider facilitation team.
  • Provide support (under guidance) to partners in capacity development activities as required.
  • Support technical experts in transformation of technical content and advice into learning content that is in line with good practice in adult learning methodology.
  • Facilitate Training of trainers for technical staff to build the capacity to develop and deliver HLS training content.
  • Oversee implementation of feedback from WFP HLS learners, as relates to their supply chain training modules
  • Contribute to the long-term WFP HLS training strategy taking into consideration content needs, delivery methods and human resources needed to make the entire curriculum available to staff globally.
  • Collaborate with project leads working in related project areas (health emergencies preparedness and response) to ensure that any curriculum is multi-purpose, accessible across projects and easily adapted to specific project needs.
  • Provide guidance and training (including curriculum development) on training of trainers to maximise opportunities for capacity growth at local and institutional levels.
  • Liaise with internal and external project leads to determine short and long-term learning needs across projects, identifying efficiencies in training design, roll out, and revision.
  • Perform other training related activities as required.

STANDARD MINIMUM REQUIREMENTS

Education

  • Advanced University degree in Adult learning, Humanitarian or International Affairs, Disaster Risk Management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Essential Experience:

  • Minimum of five years of design and delivery of training in development or humanitarian contexts.
  • Demonstrated ability to work with a range of public health or humanitarian stakeholders (e.g. UN Agency personnel, Government and Ministry staff, or other colleagues working in Public Health Emergency Preparedness and Response, Emergency Supply Chain and Health Supply Chain.

Desirable Experience:

  • Previous experience in designing or adapting learning content for online platforms.
  • Working with competency frameworks and competency assessment design and delivery
  • Preferred experience in UN systems and processes.
  • Experience in public health / pharma supply chains is considered an advantage
  • Experience in humanitarian emergencies is considered an advantage
  • Understanding of WFP’s logistics practices is considered an advantage

Knowledge and Skills

  • Demonstrated experience in designing blended training curricula
  • Design, development, delivery and review of learning content in line with andragogical principles.
  • Facilitation of workshops, seminars, simulation exercises
  • Ability to establish strong working relationships with internal and external stakeholders at all levels from diverse backgrounds
  • Excellent organizational, analytical, oral and written communications skills, with responsive interpersonal skills and effective communication.
  • Demonstrated experience working effectively with diverse, dispersed teams and building partnerships.
  • Demonstrated understanding of Emergency Preparedness & Response within the humanitarian sector and coordination of humanitarian operations involving Government, Military and International agencies including both NGOs and commercial sector actors.

Language

  • Fluency in both oral and written communication in English. Working knowledge of French or Spanish is highly desired.
  • Fluency in a second UN Language or one of WFP’s working languages is considered an asset.
