BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP envisions a world with zero hunger where everyone has equal opportunities, equal access to resources and an equal voice in the decisions that shape their lives, including as individuals within households, communities, and societies. To that end, the goal of the WFP Gender Policy 2022 is to ensure that WFP optimizes its presence, role, and capabilities, in partnership, to advance gender equality and empower women.

Four inter-connected priorities provide the updated policy’s foundation of gender best practices: enhanced and equitable participation; strengthened leadership and decision making; enhanced protection to ensure safety, dignity and meaningful access; and transformative action on social norms and structural barriers. Further, the policy sets out the following three objectives to address the gender inequalities that continue to exacerbate food insecurity and poor nutrition outcomes:

  1. Achieve equitable access to and control over food security and nutrition – by broadening WFP’s assessment, implementation and monitoring activities to better respond to intrahousehold food distribution dynamics.
  1. Address the root causes of gender inequalities that affect food security and nutrition – by challenging the barriers that influence the meaningful participation of all household members as agents of change
  1. Advance the economic empowerment of women and girls in food security and nutrition – by using food and nutrition assistance as entry points to livelihood opportunities that increase equitable access to productive assets, financial services and technologies.

The Gender Policy 2022 was formally approved at the WFP Executive Board in February 2022, and its implementation is underway. The implementation includes several workstream, including the development and implementation of a Gender Equality Partnership Strategy covering 4 primary focus areas:

  1. resource mobilization;
  2. advocacy;
  3. research and evidence;
  4. programme delivery

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the general supervision and guidance of the Director of the Gender Equality Office the incumbent will fulfill these responsibilities:

  • Review and update the 2023 Gender Equality Partnerships Strategy;
  • Support the strategic framing and resource mobilization approaches for the Gender Equality Trust Fund;
  • Identify opportunities for Gender Equality resourcing from other public and private sector opportunities and prepare targeted value propositions and proposals;
  • Support Gender Equality Office Pillar Leads on developing and strengthening partnerships under the four outcomes of the 2023 Partnership Strategy
  • Review and revise the existing partnerships mapping database (traditional and non-traditional donors), including the identification of new partners as relevant;
  • Develop recommendations for improving knowledge and technical partnerships as well as resource mobilization, taking into account lessons learned from previous and current efforts;
  • Review and develop key messages for donors and partners.
  • Contribute to the organisation and facilitation of informal and formal meetings with partners (including traditional and non-traditional donors);
  • Prepare briefing documents and talking points for meetings with partners;
  • Identify opportunities to leverage materials and communications to support resource mobilisation approaches and strategic technical partnerships and work closely with the communications specialist with regards to the development of materials;
  • Consult with the public and private sector partnership units and gender advisers at HQ, Regional and Country Office level as required.
  • Any other duties, as required.

  • Partnership strategy reviewed and updated
  • Trust Fund budget revision finalized with donor agreement
  • Partnership mapping database updated
  • Key donor messages reviewed and updated
  • Meetings and event with donors held
  • Funding applications prepared as requested

Education:

Advanced University degree in international relations, international development, social sciences or related field is required.

Experience:

  • Minimum 6 years of experience in partnership building and resource mobilisation;
  • Demonstrated experience in developing relationships with resource partners including OECD donors;
  • Previous experience with a UN Agency, in particular FAO, IFAD, UN Women or WFP, is strongly preferred;
  • Demonstrated success in fostering and maintaining strategic partnerships and mobilizing resources from institutional donors and other resource partners and in preparing and submitting funding applications.

Knowledge & Skills

  • Knowledge and insight of building and maintaining strategic partnerships, donor funding trends (relating to traditional and non traditonal donors) and innovative funding mechanisms;
  • Knowledge and understanding of effective donor engagment mechanisms.
  • Knowledge and understanding of issues relating to gender equality and women’s economic empowerment;
  • Strong interpersonal skills to relate with internal and external stakeholders;
  • Excellent written and oral communication skills and ability to interact with an array of stakeholders in a remote working setting.

Competencies

  • Able to work independently;
  • Able to plan and organise workload in an efficient manner and complete tasks with adherence to deadlines;
  • Able to build and maintain effective working relationships remotely.

Languages

  • Fluency in oral and written English, including clear and concise writing skills.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree in international relations, international development, social sciences or related field is required.

Experience:

  • Minimum 6 years of experience in partnership building and resource mobilisation;
  • Demonstrated experience in developing relationships with resource and technical partners;
  • Demonstrated success in building and maintaining strategic partnerships and in mobilizing resources from institutional donors and other resource partners and in preparing and submitting funding applications.
  • Previous experience working in an international organization and/or UN organization/WFP is considered an asset.

Knowledge & Skills:

  • Strong analytical skills, ability to express complex and abstract ideas in a manner suitable for different audiences.
  • Creativity, willingness to explore and experiment with new ideas and approaches in own work.
  • Ability to work independently, in a timely and organized manner.
  • Ability to work in a team and multi-task as needed.
  • Good interpersonal skills and ability to work in multicultural settings that involve diverse stakeholders and opinions.
  • Excellent writing skills, with good attention to detail.

Languages:

  • Excellent English communication skills, both in speaking and writing.
  • Proficiency in another UN official language (French, Arabic, Spanish, Russian or Chinese) desired.
