Deputy Chief of Party (COP)

The Pragma Corporation is actively seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Growing Agriculture and Incomes in Syria (GROW) activity, a five-year, $30-$40M program designed to support the agricultural sector through a market-led approach in non-regime-held areas in Syria. GROW seeks to improve agricultural value chains and household resilience through market-strengthening approaches that enhance food security, create sustainable employment opportunities, support private sector-led growth, and address climate-related agricultural constraints.
Position Description:
Under the direction of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will assist the COP in managing the various technical components of the anticipated five-year, $30-40 million USAID Growing Agriculture and Incomes in Syria activity. The DCOP will ensure that activity components are results-oriented, deliverables are high quality, and reporting is relevant and timely. This position will act as the COP in his/her absence.
The DCOP will actively participate and engage in technical meetings and maintain positive relationships with relevant government officials, partners, and implementing partners. The DCOP will work closely with the staff and technical consultants to ensure that proper sub-sectoral technical aspects are incorporated into the activity’s grants and technical assistance.
Task and Responsibilities:
- Assume the role of the COP when the COP is not available.
- Oversee technical project activities, and supervise technical staff and consultants while ensuring timely and high-quality achievement of targets and deliverables.
- Perform regular site visits to monitor project progress, including regular project review sessions with staff and partners to assess project performance against workplan and targets routinely.
- Provide strategic responses to changing program requirements and challenges as needed to meet project goals and objectives.
- Establish and maintain strong relationships with donors, project stakeholders, and local partners.
- Undertake all other duties and projects as may be assigned.
Qualifications:
- Bachelor’s degree or equivalent in fields relevant to the work implemented by GROW such as agricultural economics, rural development or others.
- Minimum of seven (7) years of recent experience (within the last 12 years) in technically leading activities related to agri-business, market systems, rural development, and/or grants management with demonstrated results. Experience working with small farmers, commercial farmers, and/or agricultural market actors is strongly preferred.
- Supervisory or program management experience, either as COP, DCOP, or comparable role, is required.
- Experience in the MENA region or other fragile and conflict-affected countries is preferred but not required. Prior experience in Syria is highly desirable.
- Excellent interpersonal, managerial, negotiation, and communication skills
- Fluency in English and Arabic is required
