Chief of Party (COP)

The Pragma Corporation is actively seeking a Chief of Party (COP) for the anticipated USAID Growing Agriculture and Incomes in Syria (GROW) activity, a five-year, $30-$40M program designed to support the agricultural sector through a market-led approach in non-regime-held areas in Syria. GROW seeks to improve agricultural value chains and household resilience through market-strengthening approaches that enhance food security, create sustainable employment opportunities, support private sector-led growth, and address climate-related agricultural constraints.
Position Description:
The Chief of Party (COP) will lead the anticipated five-year, $30-40 million USAID Growing Agriculture and Incomes in Syria activity and is responsible for the overall success of the project, ensuring that project activities and target results are met, completed on time, and adhere to the technical and quality standards. The COP provides overall team management, technical direction, administrative coordination, and operational oversight to the program. The COP will serve as the primary point of contact for the project and is responsible for maintaining donor relations and communication, as well as representing the project to other donors, stakeholders, and partners.
Task and Responsibilities:
- Serves as the primary point of contact for the program.
- Lead all aspects of project performance, including the provision of technical guidance to all tasks under the contract.
- Manage day-to-day operational oversight and administration of the project, ensuring that established project results and targets are achieved.
- Lead the development of annual work plans and identification of priority activities.
- Ensure that project activities and deliverables adhere to technical and quality standards, including overseeing the timely submission of high-quality program reports to USAID.
- Establish and maintain strong relationships with donors, project stakeholders, and local partners.
- Undertake all other duties and projects as may be assigned.
Qualifications:
- Graduate degree or equivalent in a relevant field to the technical direction of GROW, including Agriculture/Agribusiness, Business, Trade, etc.
- Minimum of seven (7) years of recent experience (within the last15 years) at a senior level on a successful project(s) similar in scope and scale to GROW, with experience in agri-business and market-systems approaches, food security, livelihoods, rural and peri-urban economies, productive sectors, and other relevant topics.
- Minimum of five (5) years of recent senior management experience (within the last 15 years) for projects including the private sector with similar magnitude and complexity in the MENA region. Prior experience in Syria is highly desirable.
- Proven ability to perform and achieve results under challenging or nonpermissive environments.
- Excellent interpersonal, managerial, and communication (verbal and written) skills.
- Fluency in English is required. Abilities in Arabic are strongly preferred but not required.
