What will you do in this position? 

The Programme Assistant will contribute to the implementation of all WFP programmes in the Kyiv Field Office’s area of assignment. She/he will liaise with communities, local authorities, cooperating partners and other stakeholders and ensure a two-way information flow between the area of responsibility and the Country Office.

How can you make a difference?

Under the direct supervision of the Head of Field Office, the Programme Assistant will undertake the following tasks:

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.

4. Arrange for regular field missions and meetings with local authorities and cooperating partners on commodity pipelines, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.

5. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

6. Provide standard training for cooperating partners on WFP operational practices, monitoring tools and methods.

7. Contribute to missions, market assessments, donor’s missions, rapid need assessments, food security assessments and nutrition surveys.

8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

9. Perform data entry and data verification tasks on beneficiary lists received from local authorities and partners, and provide relevant feedback to colleagues.

10. Communicate with beneficiaries as needed to clarify and rectify data received, with the utmost professionalism and sensitivity.

Education: Advanced university degree in one of the following disciplines: Economics, International Development, Human Rights, Social Sciences or other related fields, or First University degree with additional years of related work experience and/or training/courses.

Language: Advanced English Knowledge; Knowledge of Ukrainian is mandatory

Experience:

• Five (5) or more years of progressive work experience preferably in the humanitarian sector in project management, implementation, food security, livelihood, education, or similar programs.

• Experience planning and organising field missions, gathering information from multiple sources and reporting on the main findings.

• Experience implementing humanitarian activities, supporting cooperating partners and in coordinating with local authorities and other actors.

• Experience sharing findings internally with the relevant units to facilitate in-house information flow.

• Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.

• Understands basic technical concepts and data and their relevance to food assistance programmes.

• Understands and applies basic principles of engagement with government counterparts at the national or local level.

• Knowledge of the Microsoft Office package.
