PIMS / Department Summary
Globally, Mercy Corps has made a high-level commitment to achieving greater impact through evidence and Learning, adaptive management and using data driven evidence to demonstrate results and contribute toward solving complex global challenges. It is in this context that the Performance Information Management Systems (PIMS) team for Syria was created. The Information Management Assistant will play a key role in supporting the newly formed PIMS team in developing and adapting complementary information management systems to better understand and track the scope and impact of Mercy Corps’ activities across Syria.
General Position Summary
Under the supervision of the Performance Information Management System Manager (PIMS Manager), the Information Management Assistant (PIMSA) will work with the Performance and Quality (PAQ) Unit as part of a Performance Information Management System (PIMS) team to operationalize and improve the data management systems of the organization.
The Syria Information Management Assistant (PIMSA) will be responsible for facilitating data demands and for tooling and retooling the Syria Information Management System. The PIMSA will support the PIMS team in ensuring an agile and robust PIMS. Agility in the context of PIMS is a system that is fit-for -purpose to deliver useful information for program decision making including planning, learning and adaptation. .In addition, the PIMS is able to store data in databases for data integrity and protection. Robust also means the ability for PIMS to manage the data flow and visualization process plus other data intelligence. This includes data collection tools, data collection, data quality checks, storage, analysis and visualization and generation of briefs on analysis. S/he will lead the co-work of the daily activity, development and improvement of the cleaning and tooling data collection tools on the CommCare, as well as troubleshooting any issues on behalf of the users access and permissions. The IMO makes sure that it has the following data: Global Mercy Corps quality standards and processors,as well as data protection and security policies.
Essential Job Responsibilities
- Responsible for supporting WoS PAQ unit tooling and retooling the Syria Information Management System to adapt to changing demands using data collection platforms-CommCare and ONA.
- Ensure that all data collection tools are well tested and all mobile workers are assigned to the right roles compartments of the databases before collection.
- Support the PIMS unit in ensuring data quality by tracking bugs in databases and improving strong validation mechanisms in data collection tools.
- Support in the data cleaning process and adapt very strong formulas to activate the data cleaning procedures.
- Support the standardization of data collection and analysis across the hubs.
- Establish data validation pre-collection (in digital data collection tools) and post-collection (validate incoming data for completeness, duplications and missing and data quality.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Carries out any other related tasks relevant to the role as required by the line manager.

Accountability
Reports Directly To: PIMS Manager
Works Directly With: PIMS Team, PAQ, TA’s, MEL and Program teams
Knowledge and Experience
- Bachelor’s degree or equivalent in data science, statistics, software engineering, computer science, IT, computer systems engineering, or other related field with information management focus required.
- Proficiency in designing and maintaining relational databases and case management platforms required. Proficiency setting up case management systems in CommCare as a data collection and management platform strongly preferred. Experience implementing feedback loops to mobile users through case management platforms is a plus.
- At least 2 years’ experience in monitoring and evaluation.
- Excellent and demonstrated data wrangling, analysis and visualization skills using MS Excel required. Excellent command of SQL or Tableau Prep, R, Google Sheets and Queries, and PowerBI strongly preferred. Solid foundation of statistics, probability and counterfactuals strongly preferred. Proficiency working with APIs is a plus.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Fluency in written and spoken English and Arabic is essential.
- Strong organizational skills and experience working with local NGOs are needed.
