BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP strives to be a leader in environmental and social sustainability within the UN system. In pursuit of this goal, WFP adopted an Environmental Policy in 2017, and an Environmental & Social Sustainability Framework (ESSF) in 2021. The Policy commits the organization to avoiding unintended harm of its programs and operations to the environment, its beneficiaries, and affected populations. The ESSF contains 3 tools: (i) a set of environmental and social standards, (ii) protocols for activity risk screening and risk mitigation/ management plans (Environmental & Social Safeguards – ESS); and (iii) an environmental management system (EMS) consistent with the international standard ISO 14001.

Environmental and Social Sustainability are among the cross-cutting priorities in the WFP’s new Strategic Plan (2022-2025). As such, the organization needs to monitor and report on the performance of its environmental and social safeguards while improving the way progress and success in this area are measured across WFP’s business areas.

In this regard, WFP is looking for a Monitoring and Evaluation Officer to support the ESS team in improving the performance management focus and strengthening results-based coordination of the ESS and cross-cutting priorities at all levels (COs, RBx and HQ). The M&E Officer will collaborate with other relevant units to provide a platform for the performance management of cross cutting priorities across all WFP activities, in line with corporate policies, commitments and donor minimum fiduciary standards.

The M&E Officer will work from WFP HQ in Rome, Italy and report to the Lead Environmental and Social Sustainability Officer in HQ, who provides technical guidance and maintains global quality control on ESS application and reporting. The consultant will closely coordinate her/his work with the Project Coordinator in the Research Assessment and Monitoring Division (RAM), the M&E teams in other relevant areas (i.e., Protection and AAP, Gender, PRO-C), the Environment Unit of the Management Service Division (MSDI) as well as with any other relevant units at HQ, regional and field office level.

ACCOUNTABILITIES/RESPONSIBILITIES:

The purpose of this position is to develop a performance measurement and management approach for ESS across WFP’s business areas. Key areas of attention will be the following:

  1. Building on existing and on-going efforts, establish key ESS performance indicators with relevant divisions and develop a system-based dashboard to effectively track and report on corporate results, progress, and success in environmental and social safeguards implementation in WFP by region and country. This will include environmental and social sustainability throughout the programme cycle of WFP operations from design to appraisal, implementation, monitoring, performance assessment and reporting.
  2. Contribute to the global Working Group (WG) on performance management of WFP’s cross cutting priorities focusing on environmental and social sustainability and its importance in meeting the needs of beneficiaries and complying with donors’ requirements.
  3. Ensure effective coordination on the environmental and social safeguards monitoring aspects with WFP ESS Team at HQ, the Environmental and Social Safeguards Advisors at Regional Bureaux, Country Office Focal Points, and technical and operational units for the purposes of results measurement and performance management.
  4. Produce reports (including infographics, dashboards etc.) on environmental and social sustainability and safeguards status and performance across the organization.
  5. Other duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Key performance indicators – Following the ESSF, in particular module 3 on ESS safeguards governing programme execution, establish ESS performance indicators for COs to monitor for each of the 8 standards as relevant. This follows a comprehensive set of corporate guidance and related standard operational procedures (SOPs) and underlying administrative processes for the performance assessment and results reporting of ESS throughout the programme cycle.
  • System-based toolA specific system-based dashboard to monitor the programmes. This included an updated set of corporate indicators on environmental and social sustainability and safeguards aspects based on revised corporate policies and requirements, on the CRF indicators and on those indicators which are being piloted.
  • Performance management and reporting – produce regular reports, preferably within the existing platforms, allowing WFP to report on the implementation of environmental and social safeguards globally and by country /theme (depends on additional KM expertise and systems facilities). This includes an analysis plan detailing tables, graphs and content of reports constructed around scorecards with drill down options available by country, by donor (where possible) and other parameters on the status of implementation of ESS work by phase of the programme cycle. These reports should be designed to be live and automated based on data to be captured through the corporate programme performance management platform.
  • Training material – Training material (e-learning, power point presentation, learning modules) on monitoring for ESS elaborated and disseminated.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

-Advanced university degree (Masters or equivalent) in one of the following areas: Monitoring & Evaluation, Environmental Management, Engineering, Economics, Agriculture, Business Management, International Relation, Social Sciences, or a related field;

Experience:

-At least six (6) year of post-graduated experience in result-based management, (RBM) project design with monitoring, evaluation and management in international contexts is a requirement.

-Specific experience in M&E and assessment, developing programme performance indicators defining Standard Operational Procedures (SOPs) and delivering training to staff and/or partners in WFP or other UN agencies.

– Experience in the analysis of both qualitative and quantitative data and reporting in gender, AAP, protection, and/or programme monitoring.

-Experience developing tools to implement Environmental and Social Safeguards/Sustainability M&E systems, including indicator formulation, design interactive data collection tools, and knowledge of how this relates to corporate results pathways is desirable.

-Understanding of WFP’s performance management, WFP programme cycle, and WFP monitoring systems, guidance and tools is desirable.

– Good understanding of areas related to environmental and social sustainability, environmental and social safeguards, Environmental Impact Assessments (EIA), Environmental and Social Impact Assessments (ESIA), Environmental Management Systems (EMS) or corporate sustainability for national and/or international environmental and social safeguards frameworks and regulations is an advantage.

Knowledge & Skills:

  • Familiarity with programing design, implementation, and operational challenges in food assistance.
  • Capacity development for government counterparts, cooperating partners and staff; analysis of both qualitative and quantitative data.
  • Understanding of environmental and social sustainability and how they link with food security and humanitarian operations (including previous experience on Environmental and Social Impact Assessments and Management Plans monitoring and evaluation).
  • Performance reporting of operations; developing training materials and training facilitation methods.
  • Developing M&E system including preparation of data collection tools maintenance of monitoring database.
  • Practical knowledge on dashboard development, maintenance and updating.
  • Ability to develop standard operational procedures (SOPs) and underlying administrative processes.
  • Proven ability to work and coordinate and communicate effectively across multiple teams.
  • Excellent cross-group collaboration skills.
  • Ability to deliver results through planning and organizing activities with minimal direction.

Languages:

– Excellent written and spoken English (level C2) is a requirement; working knowledge of a second official UN language is an advantage.
