Program Background
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
Investment component
The USAID/Jordan Economic Reform Activity (ERA) is working to help stimulate growth in the Jordanian economy through assistance to the Government of Jordan and the private sector. This includes support to increase the volume of local, regional, and foreign investments in the country. ERA is seeking subject matter experts in the following priority sectors:
- Tourism
- Medical Tourism
- Manufacturing/Pharmaceuticals
- Manufacturing/Food Processing
- Mining
Further sectors could be required at a later stage that could be the following:
- Manufacturing/Garments
- Creative Industry/ Film Production
- Creative Industry/ Online Gaming
- Agriculture/ Hydroponics and Agritech
Duties and Responsibilities
The Subject Matter Experts (Experts) will work under the direction of the Investment Team Leader and will work closely with other Investment team and ERA members. The Experts will be responsible for developing the Jordan’s value proposition in these sectors and to generate investment opportunities that could be promoted. The Responsibilities are:
- Provide relevant technical leadership and knowledge on the specific sector in Jordan and main competitive markets.
- Identify main global sectoral indicators, competitors, and benchmarking data.
- Analyze current existing sectoral environment and operations, and provide deep analysis (e.g., Supply & demand, SWOT, exporting potential, value chain analysis) of the sector.
- Conduct in-depth secondary research on relevant sector and sub-sectors in Jordan and main competitive markets.
- Highlight the sectoral value-proposition in Jordan and suggested positioning to maximize return.
- Identify added value of incentives offered by the Government versus main competitive markets and potential investment opportunities.
- Provide insight and action plan on how to improve Jordan’s ranking in main sectoral indicators.
- Identify current sectoral trends and how can Jordan get affected by or benefit from them.
- Develop viable investment opportunities that capitalize on the value proposition of the sector in Jordan along with other competitive
- Provide technical capacity-building for ERA and/or its stakeholders to ensure sustainability and continuity in covering these sectors.
Deliverables:
- A database of indicators that can be used to highlight Jordan in the relevant sector.
- Develop or update the sectoral value proposition document that will include up-to-date data about Jordan and main competitive markets.
- Develop the template for sector-based investment opportunities that could highlight (but not restricted to) the following sections.
- Overview of the sector indicators relevant to the opportunity
- The business case of the opportunity
- Demand drivers and market analysis
- Incentives applicable to the opportunity
- Viability Analysis
- Location and the reasons behind it
- The concerned governmental entities
- Starting a business and registration procedures
- Estimated labor force
- Develop investment opportunity teasers based on Deliverable III, quantity of which would be determined at a later date. quantity of which will be agreed upon by ERA and the relevant stakeholders.
- A training program to upskill the ERA team and selected members from its stakeholders in the relevant sectors/subsectors. The training program will include online and onsite workshops.
Experience and Skills
- An undergraduate or a graduate degree in the relevant field.
- A minimum experience of 8 years in sector-specific consulting or research, with specific focus on sector competitiveness, market analysis, and FDI.
- Demonstrable specialist technical knowledge of key issues within subject matter (sector), for example resources, cost of doing business, economics, bottlenecks/obstacles, and policy/regulation.
- Experience in developing pitch decks and teasers/presentations targeting potential investors
- Experience in conducting feasibility studies and summarize these studies into abbreviated and communicable documents
- Ability to work independently.
- Proven ability to plan, work and deliver on the agreed deadlines.
- Demonstrated interpersonal as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively.
- Deep technical knowledge of standards and principles of consultancy mandates
The Sectoral Subject Matter Experts will be based in the ERA project office in Amman, Jordan. The expected LOE to complete the assignment is 20 -40 days.
