Background

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Libya, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies (CCs) of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, and Information Counselling and Legal Assistance (ICLA) to aid people affected by conflict. The Syrian Crisis is in its twelfth year and humanitarian and protection needs continue to grow inside Syria as a result of the ongoing complex emergency situation in which displacement is both massive and widespread.

NRC’s programming in Syria has a strong humanitarian, protection and resilience focus that looks to meet vital needs through sustainable solutions to increase early recovery outcomes through integrated programme responses. In this complex, challenging operating environment in Syria, NRC is working to strengthen the safety, protection and the effectiveness of its programmes. This will be done through ensuring adherence to Protection Mainstreaming standards, through implementing the NRC Safe and Inclusive, Programming (SIP) approach, analysing concerns of the population and exploring any potential areas for increased integration in CC responses.

Role and responsibilities

The M&E Coordinator contributes to quality programming and organisational learning through the planned and implementation of M&E tools at designated stages within the Project Cycle Management (PCM). The M&E coordinator supports the M&E Manager in setting up M&E system and tools and ensuring the systems are implemented effectively at programme/project levels. The role of the Coordinator is to promote the use of information and data for decision making by strengthening and maintaining M&E systems used by the Country Office, capacity building of staff at country and area office, and providing ad hoc information management and M&E support. The Coordinator manages the M&E information management team for the country office.

Generic responsibilities

  • Adherence to NRC policies, guidance, and procedures
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.

Specific Responsibilities

Leadership

  • Supervise and mentor information management team in Amman in executing support to field offices;
  • Establish and maintain an information management community of practice with information management staff based in field offices;
  • Facilitate the update of core M&E tools and provide trainings on key M&E principles and skills;
  • Build capacity of IM teams in M&E systems and tools at area office.

Planning and Maintaining Information Management Systems

  • Establish good practice for mobile data capture form design, form building and remote support;
  • Establish and maintain a library of forms for common project cycle data capture activities;
  • Participate in development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting the use of evidence in the country mission and/or NRC globally;
  • Oversee and strengthen NRCs aggregate output and outcome indicator tracking system (GORS)

Analysis, Reporting and Data Visualization

  • Provide technical support on outcome monitoring methodologies, data analysis plan and reporting;
  • Ensure systems for aggregation, analysis and visualization of key country office level program data sets (e.g. output and outcome data) produce quality, timely and relevant insights for managers;
  • Support analysis, reporting and visualization of data capture efforts by field teams;
  • Responsible for maintaining and improving Power-BI dashboards.

Other

  • Other activities agreed and discussed with the M&E Manager;
  • Provide support in grant reporting to the country office Grants team.
  • Liaise with peer organizations and relevant staff in partner agencies to facilitate lessons learned and coordination as appropriate;
  • Work in close collaboration with the Grants Unit for coherence of M&E and Grants systems.

2. Competencies

1. Professional Competencies

Generic professional competencies for this position:

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info, or R

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Experience with information management techniques and establishing information management systems;
  • Experience with Kobo and other mobile data capture services;
  • Strong data interpretation skills, report writing, and data presentation skills;
  • Ability to work with and design a range of sampling techniques appropriate for the type of data analysis needed and operating constraints.
  • Experience with qualitative and quantitative data collection and analysis
  • Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines
  • Knowledge of the context in Syria desired;
  • Experience computer science or related skills building simple scripts;
  • Experience building and developing PowerBI dashboards;
  • Customer service experience desirable;
