Update JMMSR Guidelines and surveys: short-term consultancy

The JMMSR system enables the government of Jordan to get the most accurate calculation of the national Maternal Mortality Rate (MMR), assisting in the identification of the leading causes and contributing factors for each maternal death and using it to direct national responses and follow-up on its impact.
Building on the momentum achieved and lessons learned during the first three years of the JMMSR system’s implementation, the USAID Health Services Quality Accelerator will support MOH/NCDD in enhancing the JMMSR implementation steps allowing NCDD to generate accurate data and monitor the implementation of JMMSR system. One form of support for JMMSR institutionalization is to update the “JMMSR System Guidelines for Implementation,” which was developed in 2020 with USAID support in collaboration with the MOH and JMMSR NAG. Currently, there is a strong recommendation from MOH NCDD and JMMSR NAG to update these guidelines based on the updated evidence as well as experience using the system. In addition to the recommendations from the fourths maternal mortality report, which is to include a health facility review survey for each maternal death and develop a response action plan at the facility level and to be reported on the system for each maternal death notified. The health facility review is the most important rapid response to avert preventable deaths at the health facility level. This update for the guidelines is the main target of this consultancy.
Consultancy Objectives:

1. The consultant will support MOH in bridging the gap in the JMMSR guidelines to match the current modified workflow and the NAG and MOH NCD recommendation based on the lesson learned from JMMSR system implementation.

2. Developing a facility-based review tool and workflow,

3. Update the JMMSR system guidelines for implementation according to the recommendations of the MOH and the NAG and best practices

4. The consultant will build the capacity of JMMSR System senior users on the updated “JMMSR System Guidelines for Implementation.”
Skills or Background Qualifications

Bachelor’s degree in a health-related field, preferably with USAID, strong experience in JMMSR System, preferably with USAID.
