The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The MENA regional office is in turn organized around 8 departments/units, consisting of Disaster and Climate Crises (DCC), Health & Care, National Society Development (NSD), Program Quality and Monitoring (PMER), Partnership and Resource Development (PRD), Country/Cluster Delegations, Corporate Services and Finance & Admin.

Job purpose

Provide leadership to coordinate and monitor the execution of the global ECHO funded Pilot Programmatic Partnership (PPP) in three MENA countries (Lebanon, Palestine, and Yemen. Act as IFRC’s focal point for the PPP in the MENA region, including coordinating relationships with ECHO PPP Grant Manager in Geneva, IFRC technical departments in Geneva and MENA Regional Delegation, HNSs and EUNSs. Provide support to senior leadership in key internal/external dialogues on PPP. Act as PMER focal point on regional level for the respective three countries. Lead in the responsibility for delivering financial and narrative reporting as to donor requirements.

Job duties and responsibilities

In close coordination with the Head of PRD and the relevant Geneva program manager, the senior officer will:

– Ensure that relevant internal stakeholders (technical departments in Geneva, MENA region) and the Membership (HNSs and EUNSs) receiving or providing international assistance under PPP are well aligned, coordinated, informed and engaged on processes and strategies.

– Work closely with the country teams by monitoring the effective stewardship of PPP funds in line with partner expectations related to implementation, reporting and visibility. Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.

– Plan, convene and coordinate regular meetings with IFRC & EUNS country teams, assigned focal persons from technical departments, finance, audit and communication units to ensure collaborative review and shared understanding of PPP.

– Coordinate regional inputs linked to modifications and re-negotiations of agreements with ECHO

– Develop and update the specific guidelines required for the management and implementation of the PPP that specifically address internal/external reporting requirements and engagement with HNSs and EUNSs.

– Participate and/or lead where relevant, in evaluations, assessments, reviews and/or audits to ensure IFRC systems are properly taken into account and partner requirements are successfully met.

– Provide support to the governance of the PPP, by organising and attending relevant meetings.

– Ensure ECHO global monitoring and reporting frameworks, systems and tools are in place and efficiently and effectively used to channel regular and data management for timely, accurate and accountable information sharing

– Consolidate progress reports inclusive of M&E data and findings.

– Enable data management standardization across the RC/RC in MENA region.

– Enable through the developed M&E systems accessibility to data insights and provide the ability to use it in conjunction with existing Movement data and other regional data sources.

– Promote the culture of accountability across all ECHO PPP stakeholders

– Document and promote ECHO PPP good practices, knowledge management and institutional learning around monitoring and evaluation approaches and advise on lessons learned, best practices and technical innovation to be included in IFRC plans and project designs.

– Travel to country offices when required in full consultation with PRD Unit Head in MENA.

– Travel component: 5% within the region and to global meetings

– Any other PRD duty as required by the Partnership and Resource Development unit.

Skills

Position Requirements:

Education: Degree in International Development, International Relations, Law or other relevant fields.

Experience

  • Minimum of 5 years of experience in coordinating multilateral partnerships and resource development functions at national/regional level for a national/international organisation.
  • Experience in partnering with development banks (World Bank and regional ones), specialised funds (e.g.: Global Fund, GAVI, GCF), UN agencies, and EC.
  • Proven track record in multilateral partnerships, and in achieving results by raising public sector funds
  • Experience in managing partners and resource development relations in a context of humanitarian and/or development programmes.

Knowledge and Skills

  • Advanced knowledge of multilateral and IFI landscapes, priorities, policies, and financing instruments supporting humanitarian action and the attainment of the SDGs.
  • Demonstrated ability to negotiate funding agreements, to structure financial instruments, and to navigate complex funding mechanisms.
  • Experience in communicating with high level partners and successfully navigating multilateral and IFI partner decision-making processes, funding instruments and requirements.
  • Outstanding networking, representational, communication and negotiation skills contributing to a client-focused culture. Ability to be proactive and persuasive.
  • Experience in identifying and articulating strategic issues, risks and priorities that need to be brought to the attention of senior management.
  • Proven ability of donor communications in regard to business development (drafting proposals) and delivering high quality reporting.
  • Results-oriented and demand-driven individual; strategic thinker; entrepreneurial and hands on.
  • Track record in producing high quality work within short deadlines and ability to make effective, timely decisions.
  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
  • Fluency in Microsoft office tools.
  • Ability and willingness to travel and stay in basic conditions
  • Ability to travel up to 5% of her/his time, including travel to potentially adverse conditions and/or disaster zones.
  • Must be able and willing to travel to all MENA countries
