The Kaizen Company is seeking applications for the Maintenance Lead position under a USAID-funded activity in Jordan. The Enhancing School Management and Planning (ESMP) Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan.

The scope of this project is to provide assessment expertise, technical assistance, capacity building, collaboration, facilitation, and training to targeted stakeholders and counterparts to improve existing management systems and procedures used by the Government of Jordan (GoJ) in the education sector, improve performance and sustain these improvements.

Purpose of Assignment

Public Schools in Jordan are now in constant need of repair and refurbishment, and effective programs to ensure the upkeep of school facilities are proactively taken care of are ongoing. Currently, many schools in the Kingdom are failing to provide a well-maintained and safe physical environment that fosters the student’s ability to learn, highlighting the need for safe and well-resourced schools for teachers to instruct effectively and for students to be receptive. The Ministry of Education (MoE) is developing a maintenance system for schools to lessen the challenges to its infrastructure.

To improve the overall Facility Management process and procedures of public schools in Jordan, Kaizen is seeking to hire a Maintenance Lead to lead its efforts towards adopting improved processes and procedures. The Technical Lead will identify relevant technical improvement opportunities and coach the MoE in achieving the intended objectives.

Scope of Assignment

The Maintenance lead will be responsible for providing technical expertise and support to the MoE in the following primary objectives, including but not limited to:

  1. Leading the efforts towards building the MoE organizational and technical capacity in facility management, including organizational restructuring, procedural guidelines, and technical training.

  2. Assisting the MoE in fully adopting the Schools Physical Assessment survey, including restructuring the already established School Physical Assessment Survey system, restructuring the survey questions, enhancing data capturing, categorization, and analysis methods, and developing a pricing system for maintenance items on the school level to inform the MoE of annual maintenance budgets.

  3. Acting as a coordination focal point between the MoE and the Operation and Maintenance Model Consultant and assisting in reviewing, providing technical feedback and review of the proposed model, and monitoring the implementation of the approved model to ensure its sustainability.

  4. Coordinating with the MoE and Kaizen’s Procurement Technical lead to define the relationship between the maintenance data collected from the Physical Assessment to establish the call-off procedures and guidelines for feeding the forthcoming Maintenance Framework Agreement institutionalized at MoE.

Responsibilities

  • Lead the coordination efforts with the MoE and other stakeholders in reviewing and providing technical feedback to the Operation and Maintenance (O&M) Model responsible for evaluating and redesigning the maintenance system of the MoE.

  • Monitor the implementation of the new approved processes and procedures of the O&M-approved model.

  • Lead the coordination with MoE on the risk categorization of the restructured physical assessment survey and the pricing for maintenance items.

  • Coordinate with ESMP’s Senior Information Technology Specialist on updating and modifying the online platform for the physical assessment survey and lead the training efforts for the Education Field Directorate engineers and school principals.

  • Lead MoE procurement and maintenance staff in developing the tools, processes, and procedures that are necessary to create and utilize the Maintenance Framework Agreement from inception to implementation.

  • Lead MoE engineering staff assessment of core competencies on Facility Maintenance tools and enforcement mechanisms at the central ministry, field directorate, and school levels, with input from related USAID partners and other stakeholders.

  • Identify influencing factors (financial, cultural, educational, quality standards, etc.), weaknesses, and inefficiencies in processes, and develop concepts/mitigation measures by the relevant positions to overcome the identified weaknesses while considering low-budget alternative maintenance concepts and solutions.

  • Review and analyze reports and provide technical advice for meeting the scheduled milestones and progress according to the agreed work plans.

  • Provide proactive advice for managing any deviation from plans, managing and monitoring contracts and payments, and resolving any pending issues.

  • Lead investigation of international best practices and techniques for information system and policy improvements.

  • Lead system and process improvement efforts related to Facility Maintenance in partnership with MoE and draft standard operating procedures, instructional manuals, and other process documents related to the position.

  • Lead and deliver high-quality training, identify key learning goals, help develop structured learning materials, and promote peer-to-peer learning with sustainable, formalized ministry-based capacity building.

  • Engage and share knowledge with the relevant key stakeholders and donors to ensure coordinated delivery of activities.

  • Contribute to identifying, disseminating, and sharing best practices and lessons learned.

Qualifications

  • Bachelor’s Degree in Engineering, Social Sciences, Quantity Surveying, Construction Management, or Cost Engineering. A Master’s degree is preferred.

  • A minimum of 8 years of project management, facility management, or related industry experience.

  • Technical and administrative knowledge of Facility Management, engineering/construction industry contracting practices, government and commercial procurement regulations and practices, policies, procedures, and work practices.

  • Professional credentials in project management or Facility Management (Preferred).

  • Proven leadership skills to manage policy improvement activities, including process and system improvement consultants.

  • Experience leading change management activities, including incorporating data-driven decision-making into system processes and procedures.

  • Experience in developing and managing relationships with donors and government/public sector partners and engaging with bilateral and multilateral partners is preferred.

  • Demonstrated ability to resolve work issues with senior country counterparts, donor representatives, construction firms, and senior-level staff.

  • Comprehensive knowledge of local designs details, context, and material prices

  • Possession of logical thinking with strong analytical and systematic skills.

  • Effective cross-cultural interpersonal skills.

  • Prior experience working with USAID-funded projects is preferred.

  • Excellent written and verbal communication skills in both Arabic and English.

  • Advanced skills in Microsoft Office and Google Suite products.

  • Ability to organize work with minimal supervision.
