BACKGROUND & PURPOSE OF THE ASSIGNMENT
The Cash Based Transfers Working Group (CWG) is the forum which facilitates the coordination of cash and voucher assistance in Haiti. It was fully established in 2017 and aims to support the coordination, harmonization, and development of an effective approach to implementation, delivery, and quality Cash and Voucher Assistance (CVA) for the humanitarian response in Haiti, guided by the IASC guidelines and strategic and programming priorities of the HCT and ICCG. The CWG aims to ensure the establishment of interagency and multisectoral mechanisms that promote the development of inclusive quality cash assistance by providing guidance to CVA actors and Clusters. The CWG is currently co-chaired by WFP.
The WFP HTCO is managing several multi-year grants aiming at strengthening the government’s capacity to design, manage and monitor social assistance programmes. The ASPIRE project provides immediate support to poor and vulnerable households while increasing their resilience through regular unconditional cash transfers and measures to improve health, nutrition, and financial inclusion. In addition, the project will help build the capacity of the Ministry of Social Affairs and Labor (MAST) to improve management and governance of social protection programs.
The social registry of the Ministry of Social Affairs (SIMAST) was established in 2013, as a component of Kore Lavi, aiming to provide MAST with a centralized database that can identify the poorest households. With now 550,000 households listed in its database, SIMAST is unmatched as the only comprehensive social registry in the country. SIMAST is therefore a key foundation for social protection as it compiles information from all households covered in the communes in covers, offering the government of Haiti and social protection stakeholders’ evidence on households’ vulnerability and therefore a crucial basis to identify needs, informing both policies making and the design of social protection programs. The candidate will provide support with the leadership of the CWG and technical assistance and institutionalization strategy of the World Bank-funded safety net ASPIRE.
KEY ACCOUNTABILITIES (not all-inclusive)
Cash-Based Transfers Working Group
- Act as co-lead and key focal point for CBTWG.
- Facilitate the monthly working group meetings and encourage wide participation from relevant actors.
- Ensure the CBTWG meetings are relevant and add value to CVA in Haiti.
- Establish dialogue with relevant authorities on CVA for delivery of humanitarian assistance.
- Support working group members to explore key thematic areas related to CVA
- Supports the sharing of lessons learned and best practices of past and ongoing CVA.
- Supports relevant research/assessments on CVA; 4Ws, Minimum Expenditure Basket, and other CBTWG products.
- Update contact details for team members; planned training activities; any other relevant information.
ASPIRE programme
- In close coordination with the WFP institutionalization technical assistants at both central and departmental level:
- Work as a technical assistant for the institutionalization of ASPIRE safety net, the empowerment of the ASPIRE governmental team at various levels.
- Conduct ASPIRE’s institutionalization diagnosis sessions (programmatic, political and administrative diagnoses) in close coordination with ASPIRE technical assistants and produce analyses and recommendation reports.
- Elaborate and oversee the implementation of ASPIRE institutionalization plans, with a focus on training and capacity building needs.
- Ensure that the ASPIRE program institutionalization strategy is updated with stakeholders when required.
- Report in the form of monthly, quarterly, annual and ad hoc reports on the progress made.
- Organize and monitor all training and capacity building activities and develop training plans for the ASPIRE government team.
- Modify training and capacity-strengthening programs to take into account the progress and new needs of government counterparts.
- Update all ASPIRE institutionalization tools, including diagnosis and institutionalization and training plans.
- Support the standardization and harmonization of technical documents (SIMAST – social registry)
- Contribute to the elaboration and organization of trainings (ex: data protection for social registry)
PROMES programme
- Organize and deliver diagnostic sessions for the institutionalization of the PROMES programme at the departmental level and produce analysis and recommendation reports.
- Develop institutionalization plans for Haitian government personnel involved in PROMES .
- Support reporting on the programme progress on a quarterly, annual and ad-hoc basis.
- Supervise and support the technical assistant involved at the departmental level of PROMES.
- Foster a productive, pleasant and respectful work environment for the PROMES team
QUALIFICATIONS & EXPERIENCE REQUIRED
EDUCATION: Advanced University degree Public Administration and in Social and Political Sciences, Social Protection, or other field relevant to international development
EXPERIENCE: At least 3 years of postgraduate progressively responsible professional experience in project management and/or on national government engagement and/or social protection work
KNOWLEDGE & SKILLS: Previous experience on social protection and policy work with WFP or another organization working on food security or development issues in the region is desirable
LANGUAGES: Fluency (level C) in both oral and written communication in French and English
Working knowledge of another UN language (Chinese, Arabic, Spanish or Russian) is a plus
