GENERAL BACKGROUND
The World Food Programme’s engagement in the Philippines is constantly evolving. Initially begun in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, providing life-saving food assistance in emergencies and disasters, and to develop programs that seek to improve nutrition and the overall quality of life of the people we serve. Since July 1st 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations, and the Country Office is currently drafting its new CSP for 2024-2028.
COUNTRY CONTEXT
Smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) lack the resources, information, and training to increase their yield and undertake value-adding activities necessary to improve their livelihoods. The economic insufficiencies deprive them of resources to spend on housing, education, healthcare, and other non-food essentials. Inadequate agricultural infrastructure, poor soil and water management, land tenurial issues, denuded natural resources etc. impede smallholders abilities to become self-sufficient. Another challenge is the limited integration of farmers into the agricultural value chain and the lack of transformation into high-value-added products adapted to the conditions of a changing climate. Improved climate smart agricultural practices while strengthening the inclusion of smallholder farmers and fisherfolk in gender sensitive value chains is a crucial missing link to sustainably solve the prevalent poverty index and quell the low nutritional indicators that have plagued the BARMM region for decades.
WFP, along with its partners, has successfully supported the BARMM Government in the creation of Bangsamoro Food Security Task Force (BFST), through the issuance of EO No.005 s.2020, that aims to facilitate innovations, convergence, and reforms, and increase investments toward a sustainable food system in the region. It is tasked to carefully coordinate, rationalize, monitor, and assess the efforts of concerned Ministries and instrumentalities to ensure a holistic and comprehensive approach to achieving food security and nutrition of the BARMM. Accordingly, in 2020, four BARMM Ministries established inter-ministerial collaboration through convergence model ”IBGP-Kayod Ka Bangsamoro” as an entry point.
The Convergence has two tracks of implementation: (1) Resilient Livelihood Support and (2) Sustainability and institutionalization, wherein the Community-based Participatory Planning (CBPP) will be used to formulate the Convergence Community Area Development Plan (CADP).
WFP targets 23 municipalities under its integrated and conflict-sensitive resilience portfolio in the provinces of Maguindanao and Lanao Del Sur contribute to smallholders’ economic sustainability by supporting their inclusion in the value chain through creation of rural infrastructure (e.g., farm-to-market roads; irrigation canals, reforestation, soil conservation and water harvesting structures, post harvest facilities etc.). In the framework of integrated resilience portfolio WFP also supports the formation of farmer and fisher associations/cooperatives, inclusion of farmers and fisher associations to value chains by strengthening access to markets through WFP’s Farm2Go mobile application and empowering the community and food producers to make better nutritional decisions through implementation of Social and Behavioural Change Communication activities.
KEY TASKS AND RESPONSIBILITIES)
Under the guidance of Head of Programme and Head of Cotabato Sub Office and direct supervision of the Head of Resilience, the Programme Policy Officer (Agricultural Development and Food Assistance for Assets) will have the following responsibilities:
- Lead the planning and implementation of agricultural infrastructure and livelihood activities while ensuring that the interventions are consistent with corporate guidelines and standard operational procedures, integrating climate change, gender and conflict sensitive elements.
- As part of the resilience team, ensure Community Based Participatory Planning exercises are implemented as planned and in line with Seasonal Livelihood Planning calendars.
- Ensure appropriate community infrastructure building activities are selected in a participatory manner.
- Ensure that all community infrastructure projects will be approved based on environmental and social safeguard screening
- Provide necessary trainings to WFP’s NGO partners
- In coordination with supply chain unit, ensure distribution of food assistance (in-kind and/or cash) to project beneficiaries as per the agreed plan.
- In coordination with Smallholder Agriculture Market Support (SAMS) specialist, ensure timely identification of small holder farmers, potential local buyers and, their registration into the WFP’s corporate online market place “Famrs2go” to link producers to local markets and institutional feeding through home grown school feeding approach.
- Coordinate with the various departments or units in the CO and SO to ensure full compliance with WFP’s policy, procedures, and standards
- Participate in internal and external meetings as well as relevant trainings or workshops
- Supervise field staff
- Work flexibly and take on additional tasks as may be needed to meet project and program objectives
- Coordinate with WFP’s M&E team to organize periodic and end of the project review and evaluation summarizing key lessons and future recommendations.
- Perform other responsibilities as required
STANDARD MINIMUM QUALIFICATIONS
- Education: Advanced University degree in Agriculture, rural development, or any other related fields.
- Experience: The candidate must have at least five years of experience and a proven track record of implementation and management of agricultural support interventions, including creation or community infrastructure related to food production and food value chains.
- Language: Excellent written and oral communication skills in English and Filipino. Working knowledge of any BARRM language is desirable.
