The United Nations World Food Programme (WFP) Supply Chain Division (SCO), with over 5000 trucks, 50 ships and close to 100 planes on the move every single day in over 120 countries and territories, together with its partners, operates a global network to deliver life-saving food assistance to the most hard-to reach places.

JOB PURPOSE

Humanitarian Logistics Services (HLS) is a core pillar of WFP Supply Chain (SC) focused exclusively on supporting and enabling humanitarian and development actors working in less resilient contexts. We leverage WFP’s expertise, footprint and vision to provide efficient, transparent and tailored end-to-end supply chain services to partners, thereby contributing to the achievement of the Sustainable Development Goals.

Technology is an essential enabler for high performing supply chains. We look at technology to automate large parts of our daily service provision work, facilitate collaboration, access real time information on operations, and to provide us with business intelligence, analytics, and evidence for decision-making. In the fast moving and complex humanitarian context and with ever accelerating technological advances and opportunities, it is essential for WFP HLS to take a strategic and integrated approach to the management of the service provision business model supported by technology and systems solutions.

Under the general supervision of the Head of the Service Integration and Digitalization Unit, the incumbent will coordinate business requirements, design, development, implementation, and maintenance of IT solutions for supply chain service provision. The incumbent will be working in close collaboration with SC Business Owners, WFP Country Offices, corporate IT division (TEC) and technology partners and must work strategically and analytically.

KEY ACCOUNTABILITIES (not all-inclusive)

Plan & Design:

  • Gain a comprehensive understanding of the current and future strategic direction and associated business requirements of HLS Service Provision and partners
  • Initiate a thorough technical review of the current Service Provision (SP) ecosystem to assess if individually and collectively these products are meeting the current and future business needs
  • Ascertain gaps and overlaps in the SP ecosystem and define the optimal technical solution while ensuring a strong technical foundation, product alignment and minimal workarounds
  • Document and validate the proposed scope, deliverables, required resources, work plan, budget and timing of the SP ecosystem (to include vision, goals, outcomes, metrics and KPIs) with HLS management and relevant stakeholders
  • Articulate the value proposition to HLS business units, ensuring comprehensive and timely engagement throughout the project lifecycle
  • Assess and/or conduct cost-benefit analysis of technical solutions

Develop:

  • Ensure the successful deployment and activation of a global, integrated and future-proofed Supply Chain SP ecosystem within 12-months
  • Monitor progress, outputs and outcomes against the agreed timeline, working closely with the HLS management team
  • Act as primary interlocuter for regular engagement with the various WFP TEC project leads, working closely to ensure optimal prioritization
  • Mentor and manage product owners with a diverse array of technical talents and responsibilities, through a collaborative cross-project process, to achieve the envisaged SP ecosystem
  • Define stakeholders, ensure regular engagement and status updates throughout the project lifecycle
  • Ensure documentation and maintenance of the product roadmap, outlining the evolution of the IT solution, is essential
  • Document and evaluate potential project and technical risks and propose mitigation measures (management of risk register)

Test & Implement:

  • Lead and coordinate user testing and ensure timely acceptance of technical solutions
  • Implement and manage the roll-out and adoption of the technical solution, ensuring the required training and support structure, supported by User Guides, WeLearn, etc. to ensure project goals are technically achieved in line with stakeholder needs

Other:

  • Comprehensive, timely and accurate reporting is imperative, for internal and external audiences, for planning, analytics and management
  • Follow new technology trends and forecast future requirements, while maintaining a list of potential new products, features and capabilities to support SP
  • Remain cognizant of and contribute to the harmonization of the SP vision and technical tools within the various SP initiatives across WFP
  • Engage and coordinate with the management of other technical initiatives within HLS and SC to identify risks and opportunities across multiple projects
  • Any other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education

  • Master’s degree in Business Administration, Engineering, Computer Science or Supply Chain or equivalent

Experience

  • Minimum of six years of relevant postgraduate experience managing projects in large organizations in the areas of systems development and roll-out
  • Experience in defining and implementing supply chain IT solutions
  • Demonstrated experience with large-scale WFP projects within Supply Chain and a thorough understanding of WFP field operations would be an asset

Knowledge and Skills

  • Strong interpersonal and team management skills with the ability to keep a team focused on common goals and deliverables while anticipating requirements, problems and obstacles
  • The ability to juggle competing priorities successfully and to work under tight deadlines
  • Balance complexity and idealism with pragmatism
  • Good communication skills, with ability to lead and perform in a multifunctional team
  • Committed and motivated to achieve the aims of the World Food Programme

Language

  • Fluency in both oral and written communication in English.
