Background- WFP Palestine Country Office

Over the past five years, socioeconomic conditions in the State of Palestine have deteriorated and a protracted protection and humanitarian crisis has undermined the food security of millions of Palestinians. 1.8 million people are food insecure across Palestine and the aid dependency ratio is increasing. Rising inflation, linked to the COVID-19 pandemic and now also spurred by the Global Food Crisis, has contributed to reductions in the purchasing power of Palestinians and increased food insecurity. For Palestinians engaged in agriculture and herding, climate-related obstacles, including droughts and rising temperatures, increasingly impede productivity.

Building on the strengths of its 2018-2022 country strategic plan, WFP Palestine’s new plan for 2023–2028 will address the needs of Palestinian communities through a humanitarian‑development–peace nexus approach, responding to immediate humanitarian needs and simultaneously addressing longstanding socioeconomic vulnerability.

While food assistance, through cash-based transfers and in-kind food to meet essential needs, remains WFP’s largest activity, this will be complemented by livelihood and resilience building interventions to address issues of poverty and poor labour-force participation, which have been identified as one of the key drivers of poor access to food, and to strengthen resistance to shocks. Nutrition integration will be integrated throughout the programme, to address immediate and underlying causes of micronutrient deficiencies.

WFP Palestine has demonstrated longstanding commitment and contribution to the strengthening of capacity at the national level, through strategic partnerships with various government line ministries, to enhance the consideration of food security, shock-responsiveness and nutrition-sensitivity in national systems, programmes, policies and plans. WFP is engaged in joint programming and implementation with other United Nations agencies. Under the new CSP, WFP is expanding its enabling services – in the form of a CBT platform, CFM, logs sector – to continue supporting the wider humanitarian community to achieve collective outcomes and continue supporting the people we serve.

JOB PURPOSE

The Programme Policy Officer is responsible for supporting the management of the WFP programmes and operations as well as the services portfolio that are offered to external partners: these are mainly focused on cash-based-transfers (CBT) and community feedback mechanisms (CFM).

He/she will be responsible to manage the initiatives and projects that are set to strengthen the Office capacity to respond to WFP beneficiaries and partners’ needs, in a effective and integrated manner.

The Programme Policy Officer is also responsible for coordinating the country office’ efforts to better integrate gender and protection in its programs.

Key functions

Service Provision

  • Manage the day-to-day service provision operations, mainly based on Cash-based transfers, as per the standard operating procedures implemented by the country office
  • Perform service provision monitoring activities, ensuring service quality standards are met and areas for improvement and optimization detected.
  • Timely detect gaps, delays, and risks in service provision and address them as needed, in consultation with CO stakeholders.
  • Work closely with the service provision contracting focal point and map service provision opportunities by liaising with both clients (external) and other WFP units (internal).
  • Participate in humanitarian platforms to advocate for WFP’s partnership for expansion of service provision
  • Develop and implement a proactive feedback communication channel to update all partners on the status of their service requests.
  • Advocate for the use of the WFP platform
  • Disseminate appropriate products to relevant audience (internal and external) to inform on service provision activities and enable an informed and consistent decision making.

Partnerships and interagency collaboration on Protection and Common Feedback Mechanism:

  • Contribute to the implementation and management of an effective and integrated interagency community Feedback Mechanism while continuously identifying areas of improvement and optimization.
  • Support the Head of Programme in defining the CFM strategy and implementation plan
  • Develop and continually improve CFM Standard Operating Procedures (SOPs) for third party providers and WFP Country Office, that outline clear protocols and procedures for management of complaints/feedback received through the CFM.
  • Work with all concerned stakeholders to define and/or identify referral pathways both internally and with other CFM systems within the context
  • Represent WFP in interagency fora on protection.
  • Promote partnership with and cross-learning from cooperating partners on integrating protection in food security activities.
  • Liaise with protection partners on analysis, capacity development, referral procedures and pathways.

Programme support to integrate Gender and Protection:

  • Provide strategic and technical support for the mainstreaming of protection and Gender across WFP operations in the country.
  • Support the country office and cooperating partners to integrate protection and Gender (integration of women’s participation and gender equality) in assessments, monitoring, implementation, evaluation, and reporting tools.
  • Contribute to the design and implementation of approaches related to information provision, community consultation, feedback, and complaints mechanisms.
  • Support the country office and cooperating partners to implement good practice in data protection and privacy.
  • Develop tools for protection and gender integration, monitoring and reporting as needed

Capacity strengthening:

  • Map capacity strengthening needs for both partners and WFP staff
  • Provide mentoring and support to staff in relevant functional areas.
  • Document lessons learned and best practices in managing the service provision operations and the integrated Common Feedback Mechanism.

STANDARD MINIMUM QUALIFICATIONS

Desired Experience for Entry into the Role

  • Experience in analyzing operational context and trends (including end to end service provision operations)
  • Strong capacity in establishing and sustaining relationships with diverse stakeholders.
  • Strong analytical, writing and communication skills.
  • Knowledge of UN system policies and functions pertaining to promotion of gender, protection, accountability and inclusion risk mitigation and good practice.
  • Capacity and experience to work an UN interagency context.

Education: Advanced University Degree in one of the following disciplines: Social Sciences, International Development, Political Science, Law or related field; must have specialization in protection, gender and/or human rights related fields

Experience: 6-8 years or more of solid, responsible, and relevant work experience in humanitarian organizations and operational implementation including service provision operations, management of integrated Common feedback Mechanism and integration of protection/gender in humanitarian sector.

Knowledge & Skills

  • In-depth knowledge and operations experience in managing efficient service provision system.
  • Knowledge and experience of cash -based transfer operations.
  • Demonstrated field experience working on service provision operations, managing interagency CFM.
  • Experience in building strong relationship with stakeholders.
  • Understanding of food security programming, previous experience with WFP or any of its partner is a strong asset.
  • Demonstrated skills in diplomacy and negotiation
  • Innovative and self-driven with strong commitment to results.
  • Languages: Oral and written working knowledge of English. Knowledge of Arabic language is an asset.
