ORGANIZATIONAL CONTEXT

WFP is currently implementing its Gender Policy (2022), which presents three programming objectives through which WFP will accelerate progress in gender equality and women’s empowerment within its mandate: (i) achieve equitable access to and control over food security and nutrition; and (ii) address the root causes of gender inequalities that affect food security and nutrition; (iii) advance the economic empowerment of women and girls in food security. The three objectives of this policy are further articulated through four inter-connected and complementary priorities that provide the foundation for the organization’s gender best practices and are essential for achieving each of the three policy objectives: (i) enhanced and equitable participation; (ii) strengthened leadership and decision making; (iii) enhanced protection to ensure safety, dignity and meaningful access; and (iv) transformative action on social norms and structural barriers.

Under the third priority “enhanced protection to ensure safety, dignity, and meaningful access” – WFP acknowledges that structural norms and unequal power dynamics disempower and discriminate against diverse people. Further, they fuel Gender Based Violence (GBV), including sexual exploitation and abuse, as a means of power and control of one person over another, as a weapon of war in unstable environments, as an economic strategy evident through early child and forced marriage and as a negative coping mechanism in times of heightened crisis. Complementary to, and in alignment with, WFP’s protection and accountability policy and Executive Director’s circular on protection from sexual exploitation and abuse, preventing and mitigating GBV, including sexual exploitation and abuse, through identifying and addressing its structural and contextual drivers remains at the forefront of WFP’s work.

WFP is committed to addressing GBV in its operations and is determined to create a workplace environment with zero tolerance for any forms of violence, harassment, and discrimination.

JOB PURPOSE

The Gender Equality Office (GEN) wishes to recruit a P3 Programme Policy Officer, with a primary focus on Gender-Based Violence (GBV).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision and guidance of the GBV Officer, and in close collaboration with all the other Gender Equality Officers, particularly Pillar 2, the Programme Policy Officer (GBV) will be expected to assume the responsibilities as listed.

  • Contribute to the revision and potential development of corporate guidance and materials on GBV, and ensure harmonization with other corporate guidance
  • Contribute to the development of guidance on GBV in the corporate Country Strategic Plan (CSP) guidance and other relevant corporate tools
  • Ensure adequate integration of GBV across other divisional/thematic/cross-cutting CSP corporate guidance documents and initiatives
  • Contribute to map existing GBV related initiatives currently implemented at Country Office level and develop analysis on the best practices being used
  • Contribute to develop guidance and tools that can provide correct understanding and guidance to Country Offices on how to prevent and mitigate GBV concerns in their programme
  • Ensure requirements for carrying out WFP GBV activities are adequately reflected in corporate mechanisms under development for allocating and tracking gender equality budget/expenditure
  • Ensure adequate inclusion of GBV in any gender capacity needs assessments and development plans for WFP employees.
  • Develop and/or provide inputs for adequate integration of GBV in WFP learning and training initiatives.
  • Develop or provide inputs in Gender Equality Office documents, reports, briefs, talking points, presentations and similar on GBV, as may be required.
  • Establish and maintain excellent working relations with colleagues in other Gender Equality Office pillars to support collaborative work.
  • Perform any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Master’s degree in Gender Studies, International Development, Social Work, Social Sciences or related fields and/or First University Degree with additional years (2 years) of related work experience and/or training/courses.

Experience:

  • Minimum 5 years of relevant professional experience.
  • Experience in developing normative guidance for field staff, ideally with a focus on GBV.
  • Experience designing, implementing and/or monitoring GBV prevention and mitigation interventions an asset.
  • Experience in assessing capacity development needs and developing learning initiatives, including blended online-in-person training, ideally with a focus on GBV.
  • Previous experience working in an international organization and/or UN organization/WFP is considered an asset.

Knowledge & Skills:

  • Ability to work independently, in a timely and organized manner.
  • Willingness to explore and experiment with new ideas and approaches in own work.
  • Ability to work in a team and multi-task as needed.
  • Good interpersonal skills and ability to work in multicultural settings that involve diverse stakeholders.

Languages:

  • Excellent English communication skills, both in speaking and writing.
  • Proficiency in another UN official language (French, Arabic, Spanish, Russian, or Chinese).

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel, visa and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
