As the official representation of Switzerland accredited in both the Hashemite Kingdom of Jordan and the Republic of Iraq, the Embassy covers all matters concerning diplomatic relations between the two countries. It represents Swiss interests in the areas of political, economic and financial affairs, humanitarian aid, development cooperation, legal arrangements, science, education and culture.
National Programme Officer – 100 %
The Embassy of Switzerland in Jordan is looking for a National Programme Officer to complement the Jordan team of the Swiss Agency for Development and Cooperation (SDC) with a thematic focus on education and protection.
Duties & Responsibilities
The National Programme Officer works as a member of the Jordan team under the overall guidance of the Deputy Regional Head of Cooperation/Head of Jordan Program and is expected to closely coordinate with the Regional Advisors on Education and Protection. S/he contributes to the overall Jordan program and manages a number of projects and partnerships as part of the Swiss Cooperation Programme Middle East 2019 -2024 with a particular focus on the domain Protection & Migration and Education & Income. The list of tasks includes the following:
- Context analysis: Monitor of context development related to the specific thematic responsibility.
- Portfolio planning, strategic steering, and reporting: Contribute to the overall operational, administrative and financial planning, monitoring and steering of the Jordan portfolio. Manage domain related communication material, project-specific reporting and ensure the timely preparation and compilation of relevant documents.
- Project cycle management: Manage a number of humanitarian and development projects related to education and protection in all operational, administrative and financial aspects. If necessary, manage projects from other domains, or other Swiss Government actors.
- Relationship management, coordination and policy dialogue: Ensure collaboration and coordination with all engaged SDC actors, develop, and maintain a network with national authorities, national and international partners, relevant experts, decision-makers and other relevant stakeholders of the sector including participation in relevant meetings.
Profile & Requirements
- Master degree e.g. in Social Sciences, Political Science, Social Work, Education, Law, Economics or related field with additional training and qualification in humanitarian aid or development cooperation
- Minimum of 10 years of successful development and humanitarian aid related work experience with an international organization, NGO or bilateral cooperation agency with a specific focus on programme management
- Excellent oral and written skills in English and Arabic. Knowledge of other languages (French or German) is an asset
- Good knowledge of the political, economic and social situations of Jordan and the region
- Knowledge of the current humanitarian and development challenges in Jordan, with a special focus on education and protection
- Familiar with international standards and requirements relating to development cooperation and humanitarian aid and experience in fieldwork
- Active network of actors (public, private or international organisations) in Jordan
- Solid practical knowledge of programme and project management (PCM from identification – monitoring – finalization) including budget management and project administration
- Strong analytical skills, ability to set priorities in a complex political framework and to and report on complex realities
- Ability to reflect strategically and to translate into operations
- Ability to work in an autonomous, proactive and results oriented way in a changing context
- High cultural sensitivity, motivation and commitment to work for a governmental development and humanitarian agency
- Team player with good communication skills and an empathic attitude toward beneficiaries and colleagues
- Computer skills (MS Office, internet research)
