BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

The Emergency Operations Division (EME) supports WFP’s Regional Bureaus (RBs), Country Offices (COs) and partners to prepare and respond to current and future emergencies in a rapidly changing humanitarian environment. EME provides a field-focused, service oriented, steering and convening role focusing on forward-looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response. In particular, the ability to timely deploy surge staff with the required operational experience and technical skills remains a critical factor for effective emergency response.

The Global Surge Coordination Unit (GSCU) within EME identifies, upskills and dispatches emergency response staff in support of life-saving operations where required. It is responsible for managing the process of identifying and dispatching personnel in response to staffing requests, leveraging a pool of qualified candidates. The GSCU also maintains Standby Partnerships with governments and NGOs to field technical experts when needed. It also holds the Surge Learning team which capacitates staff through a curated learning journey that ensures those deployed have the right skills to make an impact.

The GSCU is recruiting a Change Management Specialist to support the digital transformation team. The selected candidate will report to the Business Transformation Officer and work closely with colleagues in the digitalization team, GSCU and other colleagues in the organization to collaboratively work towards common goals.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Apply a structured methodology in leading change management activities by applying change management processes and tools to create a strategy to support adoption of the changes required by projects or initiatives in GSCU.
  • Contribute to practice development initiatives including business development, culture building, internal community involvement and staff engagement.
  • Support engagement efforts with the GSCU communications lead towards the design, development, delivery and management of communications related to change management, awareness raising and mainstreaming of innovations and systems developed by GSCU.
  • Conduct change management assessments, identify, analyze and prepare risk mitigation tactics, and manage anticipated resistance from target audiences.
  • Create actionable deliverables for the five change management levers: communications plan, sponsor roadmap, coaching plan, training plan, resistance management plan.
  • Develop a tracking system to ensure regular monitoring of progress in the change management activities and initiatives.
  • Track and report issues, define and measure success metrics, monitor change progress stakeholders, collect lessons learned and develop evidence-based recommendations to ensure potential organizational scale-up or implementation of key change management initiative.
  • Report and update management and project teams on the progress of the above.
  • Provide any other support as requested.
  • Manage the transition of changes from the development team to the operational / maintenance teams.
  • Implement a policy to ensure transparency including guidelines for a change advisory committee
  • Where necessary, mediate conflicts related to the change / project
  • Lead in conducting post-implementation reviews and documentation of the same
  • Create a system and build a repository to track all project data and changes made as a standard of practice.

KEY DELIVERABLES:

  • Develop a detailed and timebound change management strategy, including a roadmap, guidance and an overview of methods and channels to leverage for enhancing integration and usability of GSCU tools and initiatives.
  • Successfully developed a risk mitigation plan, including an assessment to identify risks and performed activities to minimize/ mitigate them.
  • Successfully supported the planning and delivery of trainings for various stakeholders for easy adaptation of new tools, including through missions where needed.
  • Developed a tracking system for regular monitoring of progress against goals indicated in the strategy.
  • Enable change to happen safely by:
    • Reducing process time of releasing changes in production
    • Reduce post-release issues
    • Ensure the risks, benefits and dependencies for each change are well understood by all stakeholders
    • Maintain checks and balances to ensure that only approved changes are deployed
    • Minimize change conflicts, failures and rollbacks on projects
    • Establish a clear accountability process for change approval and coordination activities
    • Create documentation for succession of current projects and success of future projects

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Change Management, Business, International Development, Development Economics, International Relations, Human Resources or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least 4 years of progressively responsible experience in strategy/ management consulting, project management and change management is essential;
  • Experience in developing policies and strategies that focus on change management for global organizations is an advantage;
  • Experience in developing oversight mechanisms and pursuing process improvements, efficiency and effectiveness through process re-engineering/re-design as well as procedures realignment is an advantage.
  • Experience with WFP or other relevant organizations in the data management, statistics sector desirable, preferably with development/humanitarian actors is an advantage.
  • Experience with different IT tools for performance management will be an asset.

Knowledge & Skills:

  • Good understanding of change management principles, techniques & tools.
  • Effective facilitation and communication skills including persuasive writing/speech.
  • Strong stakeholder management and interpersonal skills for coalition-building, conflict resolution and negotiation
  • Strong business acumen, project management and planning skills.
  • Analytical mindset and critical thinking for problem-solving.
  • Able to cope with pressure.
  • Team player and able to collaborate with others and work in a diverse group of professionals.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
