Regional partnership and resource mobilisation advisor Middle East

‘An experienced and well connected advisor focussed on strategic partnerships’

Your Challenge

You will be responsible for leading the development, strengthening and maintenance of strategic partnerships with institutional and other donors as well as other stakeholders in the Middle eastern region to profile /position War Child and to contribute to the development of War Child programmes, including through scaling of War Child evidence based interventions and strategic fundraising and engagement.

You are a part of the Middle East regional team, and reports to the regional representative. You will be working closely together with country directors, the CMT team, fundraising, the partnerships team and finance.

This role is based in the middle east in one of the countries where War Child Holland has an office (Jordan, Lebanon, OPT).

Your Responsibilities

  • Identify, build and maintain relationships with potential donors in the Middle East in cooperation with country teams, regional leadership and head office;
  • Actively develop strategic engagement plans and build knowledge on and relationships with donors based in the Middle East and/or interested in funding War Child programming in the Middle East
  • Contribute to strategic thinking on programme development, scaling and resource mobilization in the region in cooperation with the Country Directors and ensure this aligns with global, regional and country strategies.
  • Identify, build and maintain partnerships with partners that have the most potential for collaboration on achieving shared goals and objectives and joint resource mobilisation/fund-raising plus enhancing program implementation and scaling.
  • Represent War Child in relevant external meetings and working groups in the Region, as well as donors’ and partners’ visits, in cooperation with the Regional Representative and country leadership teams.
  • In collaboration with the Regional Leadership Team and the Regional Technical Advisors, facilitate strategic thinking on and lead the development of regional level and multi country concept notes and project proposals;
  • Together with the Regional Leadership Team, create and maintain an overview of funding needs and priorities. Liaise on these with the relevant funding departments at the global level.
  • Support War Child Country Offices with the development of concept notes and project proposals (at country level);
  • Liaison with the global funding and grants management team in reviewing and approval process of donor and partner contracts, proposals and reports that cannot be approved at Regional level and supporting the Regional team and countries to ensure the safe guarding of all grant related documentation according to War Child policies and procedures;
  • Lead in developing Regional tools, templates etc. and support the global funding and grants management team to develop organisational-level tools and templates.
  • Oversee regional-level and multi-country grant management, administration and reporting
  • Identify capacity building needs related to resource/fund-raising, project design, proposal writing and grant project administration within the region and contribute to identify capacity building needs within the wider organization.
  • Lead the strengthening of regional and country competences and skills related to strategic resource mobilisation//fund-raising, project design, proposal writing and grant project administration including donor policies, project administration, reporting requirements, and War Child’s operational standards and policies.
  • Provide opportunities for sharing of resource mobilisation and fundraising knowledge, best practice, lessons-learned across countries in the ME Region;
  • Coordinate with War Child’s global fundraising, programme quality, learning teams and others to share lessons learned with other countries/regions and learn from these other countries and regions;

Your Profile

  • Academic working level with relevant academic background in development/international cooperation and/or communication and marketing
  • Minimum of 8 years work experience in the area of fundraising with institutional donors and grant and partnership management in the Middle East region;
  • Knowledge of and experience in humanitarian programmes in the Middle East, including the response to the Syrian crisis;
  • Knowledge of and demonstrated experience on partnerships with: European Commission, ECHO, FCDO, BMZ/GFFO, USG (including USAID) and UN agencies; additional experience with other donors such as Middle East based foundations, SIDA, SDC and GAC is desirable;
  • Familiarity with key actors in the Middle East Region and demonstrated experience in developing, building and maintain strategic partnerships with these actors;
  • Experience working with local partners;
  • Proven track record in design and writing of winning grant proposals responding to grant solicitations in a limited amount of time;
  • Experience with technical programs in child protection, education and or MHPSS an advantage;
  • Understanding of fundraising and donor policy trends, humanitarian principles and established international standards in humanitarian settings for refugees and other marginalised populations, especially children and youth;
  • Experience of resource mobilisation/fund-raising competency and capacity building including facilitating learning, coaching and supporting learning across multiple stakeholders.
  • Fluent in English is a must; Mastering Arabic is a plus
  • Fully support War Child’s mandate and mission;
  • Available for 40 hours per week.
  • Eligible to work in any of the Middle Eastern Countries where War Child Holland has an office.
