BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Information Management & Reporting Officer will play a key role during the implementation of 5th year of the bilateral service provision operation in CAR. The service includes an ‘in country’ management of Global Fund’s health supply chain – the reception, warehousing/storage and the delivery of pharmaceutical products to over 800 distribution points (including 24 hospitals and other health posts/ centres) located in 80 Sub-Prefectures across the country in the Central African Republic.
In addition, WFP is also providing logistics for the Malaria bednet campaign, an activity that is also funded by the Global Fund and implemented through the Principal Recipient – World Vision. WFP’s role focuses on all logistics aspects related to the in-country delivery of approximately 1,8 million bed nets to health centres in 2023.
This is a nationwide, high-profile operation and in line with key global initiatives such as ’The Grand Bargain’, ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’.
The service is funded by the Principal Recipients (PRs) (the French Red Cross and World Vision), under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) on the behalf of the Ministry of Health.
The Information Management & Reporting Officer will provide specialized support function and/or support the supply chain team with information management/reporting related activities to enable effective delivery of goods and services for the Global Fund’s ‘in-Country’ Health Supply Chain – pharmaceutical products for the Malaria, TB & HIV and COVID Programmes, mass bednet distribution and will play key role in the implementation of the capacity strengthening program in the Central African Republic with a view to meeting project objectives.
ACCOUNTABILITIES/RESPONSIBILITIES:
- In coordination with the project team, will be responsible for activities related to information management and supporting reporting for the project;
- Coordinate with WFP CAR Health Team, French Red Cross and World Vision to obtain inputs required to conduct Supply Chain (SC) analyses and Dashboard;
- Produce the Supply Chain Management bi-weekly Dashboard used to support decision making in the cross-functional SC Coordination Cell monthly meetings as well as the LLINs Dashboard during the annual campaign in close collaboration with the logistic officers
- Support the handover of the facilitation of the monthly SC Coordination cell meetings to the MOH with all the stakeholders as French Red Cross,World Vision, The Global Fund, producing all required materials to support a “fact based” and data-driven decision making (Agenda, SC Dashboard, Action tracker, NFRs, etc);
- Follow up on actions taken during the Supply Chain Coordination Cell meetings and also during the operational meetings, ensure all parties involved provide their response, take action as per agreement.
- Support hand-over of the Global Fund Data Collection Project to French Red Cross, including analytical deliverables and quarterly coordination meetings
- Produce all communication materials needed for the SC Visibility initiative in CAR and other projects that SC Planning is developing in the health sector (including translation of documents English-French-English);
- Be an active member of WFP SC team, in coordination with the Supply Chain manager, provide support with information management activities, ensuring timely reporting to the partners and donor
- Support the SC team to resolve and/or provide recommendations on specialised queries/requests
- Deliver training to local staff on information and data management as and when required.
- Coordinate weekly reporting and evaluation for internal and external purpose
- Act as a focal point for all project communications related material/articles for internal and external purpose
- Technical training of Government staff on design and maintenance of required operational Information Management Tools that can enable a more effective management of the supply chain operations
- When deemed necessary by the organization, support on technical assistance projects in other countries by sharing knowledge and experience from CAR operation to other newly implemented operations
DELIVERABLES AT THE END OF THE CONTRACT:
- Update every 2 weeks the Supply Chain Management Dashboard to support the SC Coordination Cell monthly meeting
- Support hand-over of the Global Fund Data Collection Project to French Red Cross
- Draft IM reports and support with donor/partner/management communications products:
- Draft weekly project status reports (external/internal)
- Produce monthly transport/activity updates (internal);
- Draft quarterly/annual project reports (including expenditure report in coordination with project manager and the CO/HQ finances;
- Any other report/product as required in relation to the project.
QUALIFICATIONS & EXPERIENCE REQUIRED:

• A university degree in Communications, Supply Chain, Logistics, International Relations, Business Management or another related field. |
