Program / Department Summary

Mercy Corps, with an established emergency response program in Syria, manages its Northwest Syria (NWS) programming remotely from Amman, Jordan. Mercy Corps implements its Food Security & Livelihoods (FSL) & Cash programming in Northwest Syria (NWS) through direct implementation and partnerships with local, Syria-based organizations. Emergency programming is central to the response and is comprised of outreach, referrals and the delivery of FSL & Cash support and basic needs, including food, resiliency programs or other livelihood interventions.

GENERAL POSITION SUMMARY:

The FSL and Cash Program Coordinator, supports the FSL and Cash Program Manager to ensure the smooth running of FSL and Cash activities through both direct implementation and partnerships. Under the direct supervision of the Program Manager, the Program Coordinator is responsible for coordinating and assisting activities implemented by Mercy Corps and by partner organizations in the program areas.

The position encompasses a wide range of project activities, including design of sector interventions, planning and coordination of high quality interventions, technical oversight, monitoring and verification of activities, supporting budget and proposal development at partner and donor level, collating information collected from partners, reporting to donors, mentoring and coaching of specific partner and MC staff where appropriate, and ensuring that interventions adhere to relevant standards.

ESSENTIAL JOB FUNCTIONS:

1. Project Planning & Project Implementation Follow-up

A. Program Approaches

  • Ensure timely assessment, situation analysis and response of the FSL and Cash needs
  • Contribute to the design and development of new proposals.
  • Develop overall project implementation strategy, systems, approaches, tools, and materials;
  • Provide technical support to the FSL and Cash teams in three field locations;
  • Supervise data compilation and treatment, and ensure that all trackers are up-to-date, including stock reports.

B. Local organization and Partnership Management

  • Follow up activities conducted by local organizations through service contract, ensure documentation and payments
  • Help design project frameworks/objectives with local partners, and ensure that the projects funded all meet set criteria and standards and align with the larger MC award(s).
  • Develop and maintain systems and protocols to ensure coordinated and effective communication between Mercy Corps team members and the partner organization(s). Alert the Program Manager of these on a regular basis and offer possible solutions.
  • Closely follow the implementation of partner activities from the design phase through to implementation and close out.
  • Ensure that the team properly maintains project files for each partner, all trackers are up-to-date, and project related deliverables are completed in a timely manner.
  • Coordinate Subaward administrative follow-up.

2. Administration and Operational Management of Project Implementation

A. Finance

  • Review the BVA(s) and provide accurate project forecasts
  • Forecast monthly cash requirements of the project and submit to PM

B. Logistics

  • Contribute to the development of Procurement plans
  • Send accurate and precise Purchase requests forms in a timely manner, included detailed scope of work / specifications
  • Contribute to quality control plan definition and application in coordination with Operation teams
  • Contribute to procurement committees to finalize suppliers’ selection;

C. Administration/HR

  • Participate in the recruitment of technical staff (development of organograms, ToRs, elaborating the tests and reviewing them; interviews etc)
  • Ensure that project field staff understand and are able to perform their roles and responsibilities
  • Follow-up the work plans and day-to-day activities of the project field staff
  • Support the work of the project field staff in cooperation with Team Leaders
  • Contribute to a positive working environment and good team dynamics
  • Contribute to regular appraisals of project field staff (at least officers)
  • Manage interpersonal conflicts
  • Ensure capacity building among staff in relevant sector

D. Safety

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

3. Reporting

  • Provide regular and timely updates on progress and challenges to Program Manager and other team members
  • Draft (internal) narrative reports
  • Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided
  • FSL and Cash cluster, CWG, Wash Cluster reporting (4ws / plan and capacity reports)
  • NFI and shelter Cluster reporting (4ws / plan and capacity reports)

4. Coordination and representation

  • Coordination of activities with other sectors and departments of MC in order to ensure rational use of resources and optimum integration
  • Active participation and contribution to Clusters (FSL, CWG CCCM & Shelter/ NFI)

Other

  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITY:

Directly: Senior FSL and Cash Program Officer

Indirectly: FSL and Cash program officers and assistants.

ACCOUNTABILITY: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO: FSL and Cash Program Manager

WORKS DIRECTLY WITH: All Mercy Corps departments and staff as well as staff from partner(s) organizations

KNOWLEDGE AND EXPERIENCE:

  • BA/BS or equivalent in international studies, economics, social or other relevant field.
  • 5 years of experience in FSL and Cash interventions, and emergency response.
  • Experience in Northwest Syria context.
  • Experience in market-based approach.
  • Experience in agriculture.
  • Experience in management of in-kind and vouchers distribution.
  • Commitment to local capacity building and past experience of engaging and working with local stakeholders in project design and implementation.
  • Solid understanding and experience with local systems strengthening and community-based protection.
  • Proven project and budget management experience.
  • Excellent assessment, analytical and planning skills, with the ability to link in operational programmes with broader humanitarian and governance issues.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Proven ability supporting proposal development and writing.
  • Experience in donor reporting.
  • Experience in Remote project management.
