Job Purpose

The Adviser will primarily be responsible for the roll out and institutionalisation of the NRC’s Safe and Inclusive Programming (SIP) toolkit and standards within all Syria Response Office (SRO) programmes and support departments, and will provide advice on humanitarian principles and protection mainstreaming issues in relation to NRC SRO’s current and planned areas of activity in Syria. S/he will support project teams to identify, monitor and reduce protection risks faced by beneficiaries and staff in relation to NRC’s humanitarian programming in Syria through the SIP toolkit. Similarly, will work closely with support departments to ensure that activities are designed considering communities’ priorities and with cultural appropriateness. S/he will support the development and contextualization of key guidance, tools and deliver training for NRC to address needs and mitigate protection risks. At the same time, the Adviser will be responsible for moving institutionalising SIP as outlined in the NRC SRO strategy, with ongoing risk analysis and exploring potential future options for integration in programmes.

What you will do:

  • Lead on furthering the NRC Protection Mainstreaming and contributing to the Strategy through close working with NRC management and integration in the NRC Strategic planning process.
  • Contribute to the development of NRC’s programme and advocacy strategies and ensure sufficient consideration of SIP risks and mitigation measures at Area Office and Country Office level.
  • Ensure content localization and development in coordination with the Core Competencies (CC) Specialists and the Regional SIP Advisor to support the implementation of Safe and Inclusive Programming.
  • In coordination and collaboration with the Regional Safe and Inclusive Programming Advisor,facilitate the roll-out of the Minimum Standards for Safe Programming including tailored tools, training materials, CO self-assessments and action plans, and integration into routines and structures.
  • Responsible for ensuring that NRC is able to articulate to internal and external audiences what it is trying to achieve on Safe Programming and how the Minimum Standards relate to this.
  • Support the integration of SIP in the different steps of the PCM (project development, implementation, monitoring, reporting).
  • In coordination with HR and Risk and Compliance department, Support the roll out of Head Office guidance and capacity building in relation to Preventing Sexual Exploitation and Abuse and CSG, for NRC staff.
  • In collaboration with the M&E team, develop a sound M&E system that measures the success and progress of the roll-out of the Minimum Standards.
  • Ensure continued analysis of protection risks in programmes and exploration of potential integration of protection activities in Core Competencies (CCs).
  • Support evidence based analysis of protection risks and concerns in NRC programmes, for use in sitreps, reports, programme design and advocacy.
  • Support safe and inclusive programming within the Country Office, through the roll out of toolkit, trainings and support to clear progress against Country Office (CO) and Area Office (AO) action plans
  • Lead and advise programmes on sound community engagement approaches, particularly in integrated programmes, and work with CCs to foster an institutionalization of community engagement in all programmes.
  • Review and provide SIP/protection related inputs (such as gender inclusion) to concept notes, proposals, grant agreements, and reports
  • Contribute to the development of referral pathways through technical support of the Standard Operating Procedures (SOP) development, ensuring that SIP elements are integrated. Support dedicated Referral trainings for all staff and monitor and report on progress
  • Provide guidance and support to all NRC CO and AO staff in relation to the use of tools to monitor ongoing adherence of Safe and Inclusive programming and Humanitarian Principles. Measure impact of the SIP programming through the SIP action plan and communicate with (Country Management Group) CMG to allow decision making and strategic thinking, as required
  • Ensure that SIP analyses are available and with the CMG, to allow evidence based advocacy internally and across the Humanitarian Coordination System

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelors degree in related field (required). Master's degree in related field (desirable).
  • Minimum 5 years’ experience in related programming in conflict / post-conflict environments. Knowledge of the Syria conflict and the Middle East regional context required.
  • Strong knowledge and experience of leading protection mainstreaming activities and community engagement approaches
  • Knowledge of global protection standards and approaches.
  • Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels.
  • Ability to think strategically and constructively and to apply these skills in developing frameworks and guidelines to support institutionalization of protection mainstreaming.
  • Experience in developing and delivering high quality SIP/protection-related training and tools to support practical implementation of SIP standards
  • Experience in working with field teams and partners and supporting development of their organisational and programmatic SIP/protection capacities.
  • Knowledge of Arabic is highly desirable

Duty Station: Amman, Jordan

Contract duration: Funding for position confirmed until 31 December 2023, with likelihood of extension

Travel: Up to 10% regional travel

Grade 8 in NRC's grading structure
