At WFP, we are looking for experienced Senior Programme Associate (Protection and Accountability to Affected Population) to join our Programme teams in El Obied, Sudan, to be hired on a Service Contract at level 7.

WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 9.2 million people assisted in 2022. WFP Sudan, one of the largest and complex operations for the UN WFP, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Programme in the AO or designated senior staff, and with technical support from WFP Protection/AAP team at the country office, the Protection/AAP Associate will act as a point of reference for guidance on and implementation of WFP policies on Protection and AAP into WFP programmes including but not limited to:

Protection:

  1. Contribute to the development, review and dissemination of the WFP Sudan Protection/AAP strategy amongst Programme colleagues
  2. Support the capacity strengthening of AO staff on robust protection mainstreaming and integration, protection risk assessment and analysis, protection monitoring for WFP food security interventions and disability inclusion
  3. Provide guidance and support for WFP and CPs at AO/FO on mainstreaming and integration of Protection /AAP within their respective intervention and based on WFP’s policies and guidance on Protection and protection mainstreaming principles

4. With guidance from the CO P/AAP team, work with AO/SO programme colleagues to conduct protection risk analysis or assessments, develop risk mitigation action plan and follow up on implementation of mitigation measures to enhance the safety, dignity and integrity of communities

5. Conduct regular visits to distribution sites to identify gaps in providing safe abd dignified assistance to beneficiaries and liaise with CPs and WFP programme staff on ways for improvement
6. Provide and disseminate guidance and support to prioritize the most disadvantage groups such as disabled and elderly during distribution
7. Regularly participate in at State level Protection Sector Working Group and CP/GBV Sub-sector working group meetings/forums/initiatives where information on protection services provided by sister agencies and other actors will likely be disseminated
8. Serve as a resource and/or focal person for gender, data protection and PSEA at the AO,

Accountability to Affected Populations:

  1. Support respective AO to develop appropriate communication strategy to ensure that accurate, timely and adequate information is delivered to communities
  2. Ensure community sensitization materials in easy to understand language and formats are developed and disseminated to communities via reliable channels
  3. In close collaboration with programme staff, ensure regular consultations with beneficiaries are conducted throughout the project cycle stages, documenting feedback from the consultations
  4. Work closely with HoP, Programme staff and the CFM project manager to establish and implement CFM including community help desks at activity sites in coordination with CPs, community leaders and local authorities – based on set guidelines and protocols
  5. Ensure all complaints referred to AO/SO from call center, CHDs and activity specific mechanisms are logged into the CFM database
  6. Follow up with relevant programme staff on resolution of all complaints and relevant information updated in the CFM database
  7. Conduct beneficiary satisfaction surveys on the effectiveness of CFM to identify challenges with access to, use of and provision of feedback from the CFM, and propose corrective measures where necessary

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Auniversity degree in social sciences, development studies, international affairs, psychology, business administration, or a field relevant to international development assistance is preferable.

Experience: At least 6 years of progressive experience in humanitarian context and NGOs with previous experience in the field of protection, AAP and/or Gender
Language: Fluency in both English and Arabic.

  • Ability to coordinate administrative activities and have a good level of computer literacy and capacity to draft reports/documents clearly and concisely.
  • Good communication skills
  • Possess good analytical skills
  • Ability to work under extreme pressure in difficult conditions.
  • Knowledge of work routines and processes in order to complete tasks under minimal supervision.
  • Ability to identify problems whilst being solution oriented.
  • General knowledge of UN system related policies, rules, regulations and procedures.
