JOB PURPOSE

To provide specialist advice, analytics and contributions to integrated supply chain operations at HQ/RB level, or manage field supply chain operations to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

Under the direct supervision of the Head of Logistics Operation, the incumbent shall work as a Supply Chain Officer to effectively plan, manage, and coordinate operations to efficiently and timely meet all Programme Unit requirements in compliance with WFP rules and regulations. The incumbent is also expected to manage and support various logistics operational day-to-day activities following standard processes and contributing, directly or indirectly, to the cost-effective delivery of food assistance to beneficiaries.

KEY ACCOUNTABILITIES (Part 1)

• Participate in the development, review, and implementation of procedures for logistics field operations ensuring that objectives are achieved and increased efficiencies in compliance with functional strategies, policies, and plans.
• Analyze regional/country context, and design and manage end-to-end operational supply chain to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
• Lead, plan and manage the implementation of all transport logistics operations assistance modalities to ensure timely, efficient, and cost-effective delivery of direct or indirect food assistance ensuring compliance with wider logistics policies and WFP standards.
• Plan, monitor and manage resources to maximize effectiveness of supply chain operations. Collect, prepare, and analyze relevant technical and financial data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
• Effectively contribute and coordinate to the preparation of logistics operations activities and contracting of all associated services in accordance with established guidelines.
• Effectively lead managing transporters execution of the transport contract activities including performance monitoring and evaluation, supported by analysis and recommendations.
• Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
• Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders.

KEY ACCOUNTABILITIES (Part 2)

• Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
• Coordinate and liaise with internal and external stakeholders to support transport logistics operations management and strengthen partnerships on humanitarian supply chain
• Plan, organize and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
• Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
• Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
• Contribute to preparedness actions, develop CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
• Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
• Perform other tasks as required.

DELIVERABLES

• Successful and timely planned dispatches and deliveries of WFP Food assistance to beneficiaries in liaison with Programme, field offices.
• Ensure that supply chain response is adequate to enable timely response to on-set emergencies and make continuous improvements in supply chain transport efficiency and cost effectiveness for the delivery of food requirements.
• Coordinate the milling operations with all concerned supply chain units and the designated millers to timely and efficiently meet production requirements.
• Preparation of timely, concise, and effective analytical supply chain reports (corporate, periodic, and ad hoc) for informed decision making.
• Assure that issues arising on food deliveries are promptly resolved and effectively coordinated.
• Provide necessary operational and technical guidance and support to logistics staff in Country Office, Area Offices and Hubs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Transport, Economy, Supply Chain, Logistics, Business Management OR First university degree with additional years of related work experience.

Experience: 5 or more years of working supply chain operations experience in the following areas: Planning upstream and downstream pipeline, Milling, Transport, Warehousing, Food Commodity Management and Supply Chain Systems.

• Experience in managing relationships and national capacity building initiatives including coordination with internal and external stakeholders.
• Experience supervising and leading large teams, the candidate should have good managerial skills.

OR 7 years or more of relevant experience with a first university degree with relevant years of experience (Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%).

Language:

• Fluency in English (level C written and spoken).
• Fluency in Arabic (level C written and spoken).

Nationality: Yemeni citizenship.

TERMS AND CONDITIONS

• WFP staff who are still under probation period are not eligible to apply for another FT position.
• WFP staff on FT contracts must have completed one year in the current position to be eligible to apply for another FT position.
