STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency (level C) in English and Turkish (Level C) languages. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.
General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Residency Status: Candidates are required to be Turkish nationals or to have a valid residency permit of at least 6 months in Turkey.

Experience: Minimum six years of relevant work experience.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and report to the Head of Unit, Chief, or Finance Officer.
At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff, or specific support service(s).

JOB PURPOSE

To coordinate and provide finance, budget and administration support services involving the recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and inform decision-making.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
2. Support the development and implementation of financial policies and procedures, and assist in setup and implementation of proper accounting procedures, systems and internal controls.
3. Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
4. Monitor the centralised registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
5. Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
6. Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
7. Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
8. Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions.
9. Compile data from the WFP database and systems in order to assist in generating and analysing financial reports on a monthly basis.
10. Allocate tasks to other support staff, provide guidance and on-the-job training in management of financial resources (e.g. managing the petty cash/sub-imprest account, review and analyse vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
11. Remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field.

OTHER SPECIFIC JOB REQUIREMENTS

1. Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
2. Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions
3. Compile data from the WFP database and systems in order to assist in generating and analysing financial reports on a monthly basis.
4. Allocate tasks to other support staff, provide guidance and on-the-job training in the management of financial resources (e.g. managing the petty cash/sub-imprest account, review and analyse vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
5. Remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on the job and in the field
6. Check and post staff trip documents and park JVs when needed.
7. Review and update the delegation of authorities’ files on monthly bases.
8. Act as Citibank inputter
9. Monitor the invoice-tracking system (ITS) in order to process all invoices related to external vendors on a timely manner and in accordance with WFP standards.
10. Review, confirm, and vendor balance reconciliation on quarterly bases.
11. Issue delegation of authorities’ letters to delegated staff and communicate them to the related parties.12.
12. Manage cost-sharing agreement with SYCO and issue invoices according to the signed agreement.
13. Manage safe content and act as a safe key holder.
14. Monitor, clear, and reconcile Citibank account GLs and follow up and support other colleagues to clear all open items under MMCR and prepare the monthly closure reports. (Clearing dashboard Review staff and vendors banking information on regular bases and update them with correct pieces of information as requested.
15. Support the development and implementation of financial policies and SOPs, and assist in setup and implementation of proper control procedures, systems, and internal controls related to payments and cash management.
16. Verify travel claims related to Turkey PRFs, for accuracy and conformance with WFP finance rules and regulations; perform claim verifications against documentation to ensure proper authorizations; ensure timely posting of travel documents.
17. Verify vendor claims, advances, and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
18. Run proposals and payment runs if needed for TRCO payments and coordinate with payment releases to insure a smooth flow of payments. 19. Follow up on the budget for IT and admin units and keep a tracking sheet for all FRs provided to all units.
20. Support processing payments for all field offices.
21. Other duties as assigned.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience assessing financial health and stability of C&V projects and other programming initiatives to verify compliance with in-country local laws.
• Has experience working with auditors and other third party vendors.

TERMS AND CONDITIONS

Fixed-term Appointment. shall be an appointment for a continuous period of one year and shall have a specified expiration date. Such an appointment is subject to a probationary period of one year, which may be extended to 18 months. Staff members shall not engage in any continuous or recurring outside occupation or employment without the prior approval of the Director-General.

The salary scales for staff in the General Service category shall be those set forth in the FAO Administrative Manual. and shall be subject to amendment or revision in accordance with the provisions of Staff Regulation, Net Pay Salary the rate of actual salary after deduction of staff assessment (but excluding social security deduction): Fixed Term/ G6: 19,611.00 USD per year

Duty Station: Ankara

Staff Assessment: deduction of comparison to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.

Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance

United Nation Joint pension fund, a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will make a contribution of 15.8%

Medical Insurance: mandatory for staff ember and can be extended to dependents in a cost-sharing

Annual leave: 2.5 days a month

Official Holiday: 10 days as officially established for each duty station
