ORGANIZATIONAL CONTEXT

Education in Sudan remains one of the critical sectors affected by different hazards- tribal conflicts, floods, food insecurity and poor nutrition among learners, inadequate funding to the sector, including staff remuneration, and school closures (as a result of a combination of factors). According to a statement released by UNICEF and Save The Children, about 9.6 million children of school age are out of school. The deteriorating social and economic conditions exacerbate the challenges of the education sector, and children from the poorest households are the worst affected. Despite Covid 19 easing off, children of Sudan remain far behind their counterparts, as school calendars are delayed, and classes are disrupted regularly. An efficient school meals programme to support children's learning is crucial.
Having implemented a traditional school feeding in Sudan since 1969, WFP is looking at repurposing the programme to enhance local ownership and sustainability. The WFP's School Feeding Programme is implemented nationwide in 15 out of 18 states. WFP Sudan is introducing Home Grown School Feeding (HGSF) pilots in three states from January 2023. In a phased manner, these pilots are sequenced in a way that will promote learning to inform the scale-up plan for HGSF in Sudan. As the Country Office heads into the development of the next CSP, it is imperative that SF and HGSF are strategically integrated as both a Saving Lives, Changing Lives intervention. This will involve the proactive engagement of stakeholders from various sectors and organizations and cross-functional teams within WFP at the country and field level, ensuring integration and synergies.
To do this, WFP Sudan will look at the successful implementation of the HGSF, generating and capturing lessons, disseminating, and facilitating the use of the lesson-learnt. The Country Office is therefore seeking the services of a Programme Policy Office, who will form part of the team to roll this out and ensure that lessons learnt feedback into the design of the HGSF scale-up and the school feeding components in the new CSP. The candidate must have knowledge and experience of school feeding programming, including HGSF, approaches, be able to lead the implementation, engage cross-functional teams both within WFP and outside, and contribute to strategic thinking around school feeding and broader themes such as Social Protection resilience and nutrition.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Actively participating in exploring, identifying and pursuing opportunities in relevant sectors (education, agriculture, nutrition, social protection, resilience) that can improve the quality of the school feeding programme in Sudan, particularly as it relates to rolling out the Home-Grown School Feeding approaches.
  • Development of fund proposals, concept notes, position papers, donor briefs, and drafting of donor and project reports as necessary.
  • Conduct regular monitoring visits, especially for the HGSF pilots, to support field staff, and partners including the government, in the operation.
  • Review school feeding and HGSF indicators to align with the new CRF and integration in the new CSP, ensuring that the impacts of HGSF in Sudan are tracked and utilized in the upcoming CSP.
  • Act as a focal point for documentation of emerging lessons from the HGSF pilots. Work closely with the M&E Unit on all school feeding-related studies, including the baselines, mid-lines, and end-of-project evaluations.
  • Deputize for the Head of School Feeding, especially in high-level coordination meetings, including the education SAG, inter-ministerial technical working groups, and other fora to ensure adequate representation of WFP’s approaches.

DELIVERABLES AT THE END OF THE CONTRACT

  • Internal and External Reports: briefs, country reports, monthly updates, proposals, donor reporting etc.
  • Data management for implementation planning and execution.
  • M&E plan and tools for school feeding programme scale-up developed, including baseline study .
  • Concept notes and proposals developed.
  • Documentation of key lessons learnt in the HGSF roll-out.
  • Actively involved in the development p[rogramme strategies e.g. the HGSF Strategy.
  • Contribute towards development of IEC materials for nutrition sensitive school feeding developed.
  • Factsheets and advocacy documents and quarterly newsletters produced.
  • Visibility materials produced and KM procedures developed.

QUALIFICATION AND EXPERIENCE REQUIRED

Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Work Experience:
Three to five years of implementing homegrown school feeding programmes.

Knowledge and Skill:
Knowledge & Skills: Substantial and extensive documented experience in managing and designing nutrition programs in emergency contexts.
Demonstrated experience in policy-level dialogue. Experience in working with governments on developing nutrition policies, assessments and/or nutrition programs within the food security and health.
Experience in conducting nutritional assessments, analysing data and drafting recommendations for the programme.
Knowledge of nutrition-sensitive school feeding. Demonstrated analytical, writing, presentation, and negotiation skills.
Language:
Excellent command of spoken and written English
