The Monitoring, Evaluation, and Learning (MEL) Manager will be responsible for developing, maintaining and implementing M&E processes and practices for the mature programs/ initiatives trying to identify innovative ways to measure programs/initiatives’ impact. S/he will be expected to work with the program staff to ensure performance indicators and output, outcome and impact data are prepared and collected properly in targeted geographic and thematic areas.
Duties and Responsibilities
- Support in establishing the MEL function by:
- Developing M&E Unit's TOR, annual work plan, and budget.
- Develop relevant policies and guidelines.
- Report on Unit performance against its objectives to the Director of Programs Management & Performance Excellence.
- Supervise the M&E staff, ensuring they have individual objectives and a program of activities in line with the M&E plan and ensure that they are meeting these objectives.
- Support the development, implementation, monitoring and evaluation of the Organization work plan. Monitor and analyze program developments and implementation; review documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Review and revise the organizational log-frame in consultation with relevant stakeholders; ensure the log-frame is aligned with the strategy.
- Lead the design, development and implementation of the organizational MEL plan; support initiative and programs/initiatives in developing their specific MEL plans.
- Participate in the development and implementation of policies, procedures and methodologies consistent with monitoring of implementation and methods of evaluation on matters relating to the programs/initiatives/ initiatives.
- Oversee all Routine Monitoring Reporting (RMR) actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
- Oversee all Final Evaluation Report (FER) actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
- Ensure RMR actions highlight program successes and impact.
- Proactively identify key program and thematic areas for evaluation and analysis.
- Utilize the system to monitor and ensure responsiveness to donor, third party evaluations, and public hotline calls regarding program quality.
- Create program feedback loop to external findings results in improve quality of project management and implementation.
- Ensure M&E indicators in database match reporting requirements. Maintain and further development qualitative and quantitative practices and processes.
- Strengthen the capacity of the M&E Team by identifying training opportunities and increasing the team’s knowledge of M&E protocols and practice.
- Provide written contributions to weekly, quarterly and annual reports as needed.
- Assist in the development of strategy documents as needed.
- Coordinate with other departments to provide strong support to sub-offices.
- Coordinate the results-based management planning and reporting process.
- Lead the coordination of evaluations (internal and external) including drafting Terms of Reference, liaising with different partners, and independent experts.
- Coordinate activities related to budget and funding (program preparation and submissions, progress reports, etc) and prepare related documents/reports (work program, pledging, etc.)
- Other duties as assigned by the Director Programs/initiatives Management & Performance Excellence

Qualifications
- University degree in a related field; Master’s preferred.
- A minimum of 8-10 years’ experience in monitoring, evaluation and learning (MEL) activities, working in international development organizations, Jordanian foundations – NGOs, public service organization with an emphasis on impact and theories of change experience desired.
- Demonstrated experience and knowledge in developing MEL systems and overseeing the collection and analysis of metrics.
- Clear understanding and experience in managing MEL MIS System and knowledge management systems
- Demonstrated experience in training on MEL systems and data collection.
- Demonstrated experience in remote managing and training staff.
- Strong interpersonal skills and ability to work under pressure.
- Strong analytical skills.
- Advanced computer skills, particularly MS Office (MS Word, Excel and Power Point)
