BACKGROUND
For the next two years, WFP will embark on “The Project for the Improvement of Agricultural and Fisheries Value Chain for Smallholder Farmers and Fisherfolk in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).” This will improve the livelihoods, food security, and nutrition of BARMM’s smallholder farmers and fisherfolk. It will also strengthen their inclusion in the agricultural value chain through improved market linkages by introducing WFP's digital solution called Farm2Go.
The WFP Philippines Country Office (CO) is looking for a Digital Product Adoption Manager who will assist with the successful implementation of the Farm2Go digital solution in BARMM.
Farm2Go is WFP’s digital solution to support the implementation, monitoring and evaluation of smallholder farmer activities. The application is used by cooperatives to register their farmers and record their produce deposits digitally so that they can keep records of their stock and make it available for sale. Local retailers or traders then use their own web application to buy the produce online, very much like an ecommerce application. To date, the platform has been successfully implemented in three countries – Mozambique, Rwanda, and Bangladesh. The Philippines will be the fourth country to adopt WFP’s digital agriculture solution.
JOB PURPOSE
As the Digital Product Adoption Manager, you will be responsible for ensuring the successful implementation of Farm2Go in BARMM. Your main tasks will primarily focus on supporting the capacity building of the local users at cooperative and trader level, ensuring they understand the solution and supporting the adoption throughout. You will work closely with country office staff but will also be the link between the project team and the WFP technology team responsible for the development of the Farm2Go application.
This position is based in the WFP Cotabato Field Office (FO) and will work under direct supervision of the Integrated resilience Team Leader and overall guidance from the Head of Field Office. In-person, in-office work and frequent travel in project areas are required, though remote work may be occasionally warranted, depending on minimum public health standards.
KEY ACCOUNTABILITIES (not all-inclusive)
Digital Product Adoption Manager will be responsible for the following duties:
PREPARATION PHASE
- Develop appropriate training materials in the local language for the transfer of knowledge and capacity-building of cooperative leadership and app facilitators on the Farm2Go application
- Translate the application from English to the local language and test the localized workflows in preparation for the end-user training.
- Facilitate the training of application users, cooperative leaders, and traders.
- Advise a test run of the tools in close collaboration with the WFP technology team
- Prepare for launch, including alignment of admin rights and user rights, as well as data population including pre-compiled membership data of the respective cooperatives.
IMPLEMENTATION PHASE
- Support the cooperatives to use the Farm2Go app to collect and monitor aggregation data.
- Monitoring application adoption, providing support to users.
- Stand-by technical support must be availed to the cooperatives, with more close support to technical field staff of WFP and its implementing partners, all in close collaboration with the WFP technology team.
- Document success metrics and measuring it with regular reporting.
- Provide data analysis support to the CO and SO colleagues.
- Document user feedback and present possible improvements to WFP technology team.
EVALUATION PHASE
- Organize a joint review of the Farm2Go pilot at two main levels (A) cooperative level, with technical app facilitators and leadership and (B) at the level of implementing partners, including the technical service providers, and WFP Cotabato FO and TEC team.
ENTIRE PHASE
- Overall project management, coordinating with various stakeholders, collecting, and documenting feedback, arranging training workshops and field missions.
- Collaborate with the WFP technical team based in other countries.
- Work flexibly and take on additional tasks as may be needed to meet project and program objectives.
- Participate in internal and external meetings as well as relevant trainings or workshops.
- Submit a monthly accomplishment report and attendance report as the basis for salary.
- Promote WFP safety standards in the local context of the project and coordinate with designated focal persons on gender, safety, security, and wellbeing, as appropriate.
- Coordinate with the various departments or units in the CO and FO to ensure full compliance with WFP’s policy, procedures, and standards.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Required: a postgraduate university degree in technology, project management, communication or other relevant fields
Work Experience:
- Minimum 3 years of progressively responsible experience in managing information technology projects or providing digital solution support.
- Desired experience:
- project management experience of digital solutions in the Philippines.
- experience of working with rural beneficiaries and adoption of easy-to-digest learning techniques for new digital solutions.
- experience in the development of training material and application of common training tools and delivery thereof to rural beneficiaries
- experience in training facilitation and capacity building
- exposure to food, nutrition, or health environment in rural areas
- exposure to gender and protection issues at the community level
Knowledge &Skills:
- Has technical knowledge through exposure to technical teams.
- Has taken leadership of implementing programmes.
- Demonstrated ability to provide a consistent and timely client service to meet the changing needs and expectations of clients, allowing clients to actively participate in and contribute to decisions that are relevant to their needs. Makes adjustments to services as required.
- Take ownership of assigned tasks, establish priorities and monitor own work plan with minimum supervision.
- Demonstrative sensitivity to local cultural knowledge, attitude, practices, and beliefs
- Ability to work in a team, and establish effective working relations with results-oriented private sector partners as well as internal WFP clients.
- Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, and negotiating skills.
- Ability to perform and deliver results under time pressure.
- Excellent communication skills both orally and in writing and in multiple contexts.
- Ability to frequently travel within the country.
Language:
- Fluency in both oral and written English and Filipino
- Advantages: knowledge of local languages (Maguindanao, Hiligaynon)
