BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP is the largest cash actor in the humanitarian community, providing about US$ 3.2 billion of cash assistance to people in 2022, representing about 40% of our global assistance.
The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash programming and is a dynamic and agile team that works multifunctionally and with a range of innovative partners to enable WFP’s field operations to provide high quality cash transfer programming. This means that we give people physical banknotes, e-money, mobile money, debit cards or value vouchers to provide the people we serve with the dignity to choose how they improve their food security and meet their essential needs.

PURPOSE OF THE ROLE:
As the Learning & Development Lead you will be working under the supervision of the CBT Human Capital Investment Officer and the Chief of Engagement, who are responsible for driving our people agenda to build the capabilities and develop our talents within our global pool of cash practitioners. As a Learning & Development Lead, you will be responsible for cyclic learning and development programmes to grow our global talent in cash programming (e.g., learning needs analysis, instructional design and development, implementation, and its evaluation).
WHAT YOU WILL DO:
- Contribute to and deploy a competency framework to establish skill levels and use these insights to define a training strategy to strengthen capabilities of our global cash workforce through a management of training system.
- Collaborate with relevant Subject Matter Experts by using investigative techniques to analyze and identify learning needs and advise how systematic training processes can be embedded in the design and development of new training modules.
- Design success metrics, gather quantitative and qualitative data and iterate training modules accordingly.
- Build team capability on adult learning methodologies, coaching, communication, facilitation, and presentation skills.
- Contribute to thought leadership on capability building within the wider Human Capital team to improve ways of working and processes on talent management, equity, diversity and inclusion, staff identification, retention, and succession.
- Work with other divisions within WFP to develop training content on cash transfers for respective training programs.

YOU RECOGNIZE YOURSELF IN THE FOLLOWING:
- an advanced university degree in Human Resources, Organizational Design and Development, Social Sciences, Learning & Development and 7 years of experience or substantial experience in learning and development and gained additional accreditations.
- You have worked previously on programme or project management within a fast-growing international company or organization.
- Previous experience in learning and development is considered a distinct advantage.
Languages:
Fluency (level C) in English language.
