ORGANIZATIONAL CONTEXT
The Global Logistics Cluster (GLC) is part of the humanitarian architecture of the Inter Agency Standing Committee (IASC), together with other 10 global clusters. It is led by WFP and it is about enhancing cooperation and partnerships in the Logistics sector. The GLC works directly with its partners and stakeholders to coordinate the Logistics response during a humanitarian crisis. Its partners and stakeholders include international NGOs, the Red Cross and Red Crescent Movement, other UN organizations, Governments, academia and Donors. The GLC was formally endorsed by the Inter Agency Standing Committee (IASC) on the 15 December 2010.
The Global Logistics Cluster Support Team (GLCST) contributes to the implementation of the IASC Reference Module for Cluster Coordination at country level in line with the WFP Executive Director Directive on "WFP Leadership in IASC Clusters". The Cluster approach is about enhancing cooperation and partnerships in the logistics sector.
Job Purpose:
As a member of the Global Logistics Cluster Support Team (and together with the Global Cluster Lead Agency), Field Support Desk Officers are assigned to regional desks or groups of countries where the humanitarian community, together with the local government, have requested some support to implement partially or fully the core functions of the cluster approach at country level. The Field Support Desk Officer contributes to fostering, developing and maintaining partnerships, and therefore, strengthening the community of the Logistics Cluster partners.
KEY ACCOUNTABILITIES (not all-inclusive)
- Field Support: support field teams by providing operational and strategic advice on supply chain operations; logistics and inter-agency assessments, including Gaps and Needs analysis; funding opportunities; humanitarian program cycles and others.
- Surge support: As required, deploy on behalf of the Global Logistics Cluster to existing and new cluster/sector operations as surge and/or backfilling capacity to carry out core functions, including: establishment and maintenance of effective coordination mechanisms; logistics gaps and needs assessment, analysis, prioritization and planning; planning and implementing cluster strategies; and others.
- Global level: work with the rest of the Global Logistics Cluster Support Team to build and maintain reliable and effective communication, coordination channels and partnerships with relevant stakeholders at global level to inform on cluster strategy definition/ implementation/ revision, including UN agencies, the Red Cross Movement, International Organizations, national and international NGOs, donors and others.
- Participate in the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
- Analyze regional/country context, and design and manage end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
- Plan and manage implementation of innovative supply chain operations, initiatives and services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
- Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
- Plan, monitor and manage resources to maximize effectiveness of supply chain operations.
- Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.
- Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain operations.
- Perform in-depth market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance
QUALIFICATIONS AND KEY REQUIREMENTS
EDUCATION:
- Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree. with additional years of related work experience and/or training/courses.
EXPERIENCE:
- At least five years or more of relevant, postgraduate progressively responsible professional experience in supply chain in an international context is required
LANGUAGE:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

- Experience in humanitarian supply chain emergency operations
- Experience in inter-agency coordination including managing Inter-agency meetings
- Coordination skills, soft skills and customer mind-set are an essential requirement
- Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations.
- Experience in implementing operational supply chain strategies in a country.
- Experience in designing and implementing supply chain, retail and partnership networks.
- Experience identifying operational risks and maintaining documentation on emergency preparedness.
- Experience in implementing approved corrective actions to improve performance and monitoring progress.

– Leads design and implementation of supply chain capacity strengthening initiatives within area of operations managed. Leverages WFP’s supply chain capacities and networks to strengthen national value chains and stakeholders.
Supply Chain Performance & Development
– Leads continuous supply chain improvement and innovation initiatives within area of operations managed. Defines operational performance targets, monitors performance, anticipates and mitigates risks for timely corrective actions.

TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. This position is open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidates will be required to relocate to Rome, Italy to take up this assignment.
