BACKGROUND & PURPOSE OF THE ASSIGNMENT

This job is based in Mekelle, Ethiopia and will support operations across the Tigray region through continuous engagement with key stakeholders and senior staff. The HR Officer is expected to operate with minimal supervision and provide guidance to the team to ensure both HR operational and project objectives are achieved. The person will provide advice on emerging issues, applying HR rules, regulations, and expertise in making determinations and recommendations across a range of activities for the Sub Office.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Recruitment and selection of national and international positions in the Tigray region and as part of the Tigray Emergency Operation
  • Work closely with managers to understand their needs and deliver solutions to hire, manage and develop a high calibre workforce to meet operational objectives.
  • Liaise with relevant stakeholders and the Country Office to support the Tigray Emergency Operation by providing a seamless HR service.
  • Maintain an accurate and updated Organizational structure for the region.
  • Manage onboarding of new employees to ensure a positive experience and successful integration into their new role and the organization.
  • Maintain accurate, up-to-date HR data, personnel files and archives ensuring confidentiality and compliance with the established standards.
  • Support staff deployment and take relevant administrative actions including reporting to facilitate quick and efficient HR service in in response to crises/emergency
  • Collect and disseminate staffing statistics for international consultants and staff deployed on TDY as required
  • Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems, and tools are available and correctly applied
  • Support the administration of conditions of service, contracts, appropriate entitlements and support the resolution of employee relations issues at the Sub Office.
  • Contribute to staff capability building, working with the Country Office to understand individual skills and business requirements, and organizing/delivering development solutions to equip employees with the skills and knowledge required to meet current and future needs.
  • Support organizational design activities to help define and organize structures/jobs and allocate people to the right places to improve efficiency as per the approved Country Strategic Plan.
  • Guide and supervise the HR team and provide support with analysis and queries.
  • Collate and analyze data for the preparation of accurate and timely reports supporting a WFP wide view of HR activities that enable informed decision-making and consistent information for stakeholders.
  • Contribute to improvement of the Area and Sub Offices by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
  • Support in other projects/tasks from the Country Office as required

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: Minimum of 3 to 5 years of relevant postgraduate professional experience in Human Resources with an interest in international humanitarian development.

Knowledge & Skills:
1.Broad or specialized knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
2.Ability to supervise and support more junior and/or less experienced members of the team. Ability to work with minimal supervision.
3.Ability to analyze data, draw conclusions and recommend a course of action.
4.Good oral and written communication skills required to give and receive information and work with a variety of individuals.
5.Ability to establish and maintain effective relationships with clients and provide client- oriented service.
6.Ability to identify client’s needs and match them to appropriate solutions.
7.Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language: Fluency in both oral and written communication in English.
