Business Environment Legal and Research Specialist
BACKGROUND
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
POSITION DESCRIPTION
Business Environment Legal and Research Spalcialist will support ERA TO1's objective to improve the overall business enabling environment in Jordan, primarily by providing legal advise and conduct legal research and analysis to identify the legal tools that affect the competitiveness and growth of the private sector in Jordan, conduct legal analysis and recommend legal reforms needed to reduce the cost and risk associated with starting, operating and closing businesses in general. S/he will also work with the relevant public sector organizations to support them in their endeavors to enhance the business and investment environment at large, and with private sector and its representatives to build their capacity to identify regulatory constraints and advocate with the government and other stakeholders to address them. S/he will support the prioritization of reforms, plan the needed interventions to implement them and support their implementation. S/he will help adapt learnings and recommendations from the private sector to help inform policies to support private sector participation in markets.
In addition to the legal background and experience, S/he should posess skills and experience in managing and organizing projects and reporting , handling clients and managing change within the projects being implemented
DETAILED RESPONSIBILITIES
- Perform legal research to identify the legal issues that impact the business environment in Jordan, especially in the areas where ERA is supporting reforms
- Conduct legal analysis of relevant legislation such as laws, regulations and instructions to identify any legal gaps, redundancy or any areas that need to be addressed in support of ERA’s targeted reform,
- Prepare and review legal drafts of required legislation that support the implementation of the regulatory reforms designed by ERA in collaboration with the other stakeholders, and coordinate with relevant legal departments in the government to ensure that such legal tools support the reforms addressed by ERA.
- Support the chambers and business associations in Jordan in building their public policy advocacy capacity, through the identification of the key policies that affect their members, prepare their policy agendas, and desiging their advocacy programs to address these policies
- Design and manage specific legal interventions needed to execute the business environment reforms identified and addressed by ERA, including the methodology that will be implemented, the needed resources, the timeframe, key performance indicators and deliverables
- Provide legal advice to BEE’s Team leader, Deuty Chief of Partty and Chief of Party on issues pertinent to ERA’s business environment interventions.
- Ensure proper coordination and communications with public and private sector organizations.
- Participate in developing the component strategy, action & work plans, monthly, quarterly and annual reports, according to the set indicators, and coordinate any administrative or logistical issues during the implementation with related team members.
- Other tasks as assigned by the Component Leader, the Chief Technical Officer, and the Chief of Party.
- Contribute to and/or lead as assigned pitch decks, brief reports, presentations and analysis for stakeholders
- Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
MINIMUM QUALIFICATIONS
BSc. Degree from a recognized university in Law with GPA of very good or higher.
- At least 2 years of experience in:
- Conducting legal research, analysis and providing advice to government entities in areas related to business environment.
- Policy and regulatory reform, preferably in areas related to business and investment environment
- Reform advocacy, including preparing concept and position papers in both languages
- High fluency in both English & Arabic; reading, speaking, and writing.
- Strong research, reporting, and analytical skills, and demonstrated ability to understand complex legal concepts, and provide analysis to convey them to non-legal in order to create practical regulatory solutions
- Strong computer skills.
- Independent thinker with strong organizational skills including multi-tasking.
- Ability to communicate effectively with all levels of personnel and the ability to communicate properly in oral and written form.
