The Program / Department / Team (Program / Department Summary)

The USAID Livelihoods Advancement Activity (Iqlaa ع) is a five-year USAID-funded program that aims to
support Jordan’s formal and informal home-based businesses (HBBs) and Micro and Small Enterprises
(MSEs) to grow, transform, and become resilient to future challenges, placing them on a path to recovery,
stabilization, and growth through capacity-building strengthening, informed decision-making, and
enhanced access to finance, focusing on four critical sectors: agriculture, tourism, manufacturing, and
services, with special attention to technology development and implementation.
Mercy Corps’ approach to Iqlaa ع integrates direct assistance with market systems development (MSD)
interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in
evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis
stronger and more resilient, transformed through new ways of doing business and improved access to
finance, markets, and services. Understanding that women, youth, and people living with disabilities
(PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse
a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps’ approach
is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change,
equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in
Jordan.

The Position (General Position Summary)

The Outreach and Coordination Specialist supports the Outreach and Coordination Lead in managing
Iqlaa ع’s satellite offices in the north, center, and south of Jordan. S/he will help the Outreach and
Coordination Lead to develop the outreach team workplan for all three targeted areas and follow up
closely on this plan while keeping it updated based on the needs and challenges that might arise, in
coordination with different Iqlaa ع components and consortium partners. S/he will manage the center
office’s operations and team. S/He will work closely with the Outreach and Coordination Coordinators in
the north and south areas in overseeing the outreach activities, in collaboration with local service
providers and with Iqlaa ع ’s consortium partners to outreach to the target number of MSEs/HBBs
supported through Iqlaa ع ’s activities and will assure these MSEs/HBBs receive the technical and
financial support they need per Iqlaa ع’s work plan and approach. The Outreach and Coordination
Specialist will also support the recruitment of Iqlaa ع’s offices’ team members with a focus on the center
area office and contribute to the reporting requirements of USAID (including but not limited to weekly,
monthly, quarterly, and annual reports).

Essential Responsibilities

Development and implementation of the outreach strategy & plan
● In close collaboration with the Outreach and Coordination Lead and other Iqlaa ع components’
team members, co-develop the outreach workplan for all three areas (north, center, and south)
and ensure this plan reflects the outreach strategy in terms of identification, vetting, and
onboarding of the target number of HBBs and MSEs under Iqlaa ع’s support activities, as well
as potential market actors across the governorates.
● Work closely with the Outreach and Coordination Coordinators and Officers across the three
areas to keep the workplans updated based on all emerging challenges and needs during the
implementation phase.
Iqlaa ع ’s coordination Offices Management and leadership
● As guided by the Outreach and Coordination Lead, lead Iqlaa ع’s center office’s team, and
coordinate with the Outreach and Coordination Lead, consortium partners, and local service
providers, to outreach the target number of MSEs/HBBs under Iqlaa ع ’s MSEs support
activities.
● Lead the successful implementation of all the activities of Iqlaa ع’s center office, with support
from the Outreach and Coordination Lead, and provide the needed support to the north and
south area offices, as delegated by the Outreach and Coordination Lead.
● Identify market actors, suppliers, etc. within the region and surrounding communities as
relevant to the Iqlaa ع work plans.
● Support the Outreach and Coordination Lead to furnish, set up, and operationalize Iqlaa ع’s
center office (this includes the timely development and continuous update of the procurement
plan).
● In close coordination with the relevant component leads, ensure that Iqlaa ع’s MSEs in the
center area receive the financial and technical support they need, across all Iqlaa ع’s
components.
● Work seamlessly with other components and teams including the research, innovation, PQL,
GYSI, and MSEs Support to maximize synergies within Iqlaa ع components for optimized
results and targets.
● Lead the implementation of Iqlaa ع’s center office team’s workplans, focused on key outputs
and outcomes.
● Ensure all programming and Iqlaa ع’s center office’s activities follow Mercy Corps’ internal
systems and procedures, including Iqlaa ع specific requirements (such as USAID marking
and branding requirements, environmental compliance requirements, etc.).
● Ensure implementation of Iqlaa ع’s center office’s activities is on time, within targets, and
budget, using effective M&E systems to reach desired impacts.
● Ensure adherence to Mercy Corps PM@MC minimum standards, including Community
Accountability Reporting Mechanism (CARM).
● Ensure implementation and modeling of safeguarding policies and procedures in all
interactions with team members, partners, and component participants.
● Integrate gender and youth inclusion, ensuring Iqlaa ع is sensitive and responsive to different
opportunities and barriers faced by women, youth, and people living with disabilities
(PLWDs).
● Ensure that outreach targets MSEs/HBBs including those owned by women, youth, and
PLWDs, as well as working closely with the Inclusion Lead to ensure that all implemented
activities are complying with inclusion standards for women, youth and PLWDs.
● Support the MSE Support team in overseeing the successful implementation of grants and
activities across the central governorates, while ensuring their compliance with USAID
regulations.
● Design, participate in, and oversee outreach events (such as community meetings,
roadshows, etc.).
● Lead the offices’ teams to conduct focus group discussions and awareness campaigns in
different governorates when needed, in coordination with Iqlaa ع’s teams, including the PQL
as well as consortium partners.
● Build networks with different market actors and stakeholders in the center area of Jordan that
would support Iqlaa ع team in the outreach process and register them per Iqlaa ع’s established
process, in close coordination with Outreach and Coordination Lead as well as the COP and
DCOP/Programs.
● Provide the needed guidance to the Outreach and Coordination Coordinators and officers in
the center, north, and south offices in building networks in their areas.
● Manage the relationships with the micro and small enterprises (MSEs) and home-based
businesses (HBBs) in the center area.
● Oversee the vetting and outreach plan in the center area, per the established tools and
procedures, ensuring the process works effectively, accurately, and in a timely manner.
● Troubleshoot any challenges and issues that might arise during the outreach process and
while the MSEs and HBBs are receiving the services, through creating and implementing a
feedback reporting channel to the relevant component leads to keep them aware of MSEs’
performance and flagged issues.
● In collaboration with the research team, reflect all the strategies and findings in the outreach
workplan for the three areas.
● Develop all required terms of reference, solicitation documents, etc. to fulfill the needs of the
outreach work plans.
● Identify opportunities from the field, and flag potential issues/constraints to the Outreach and
Coordination Lead to be channeled back to the Iqlaa ع leadership team.
● Identify potential success stories and other communications-worthy achievements to convey
to the Communications team.
● Keep an eye on any potential trends in any of the regions that would affect Iqlaa ع
interventions.
● Support the research team in conducting the needed outreach for needed respondents for
different research activities.
● Supporting MSEs and HBBs in their reporting, technically and financially.
● Support the MSE Support team in events, workshops, and any relevant meetings.
Personnel Management
● Hire, orient, supervise and build a strong team of capable officers in the center office, in
addition to supporting the Outreach and Coordination Lead in hiring the teams of the other
offices.
● Create a positive can-do culture within the project team, promoting creativity, communication,
accountability, hard work, and much laughter.
● Support Iqlaa ع’s center office’s team members on donor compliance, report writing, project
monitoring, record keeping, MSEs support, and grants management.
● Collaborate with the Outreach and Coordination Lead to provide the offices’ teams with highquality
learning opportunities that are needed for their knowledge and skills development.
Monitoring, Evaluation, and Reporting
● Oversee the monitoring and evaluation of the component activities in close coordination with
the M&E team and consortium partners, including monitoring, data collection, analysis, and
report writing in line with the M&E standard procedures as set by the Iqlaa ع PQL team.
● Coordinate with the outreach offices’ team members in all three areas to provide regular
progress reports that would feed into donor reports.
● Train the Outreach Officers and consortium partners when needed, alongside the MSE
Support team, on Iqlaa ع’s Assessment & Segmentation Tool and any other tools that will be
used with the MSEs/HBBs.

Financial and Compliance Management

● Support the Outreach and Coordination Lead in managing Iqlaa ع’s offices’ budget for all three
areas and work with the Outreach and Coordination Coordinators on setting the budget
projections and review them before submission to the Outreach and Coordination lead.
● Ensure compliance with USAID and Mercy Corps regulations.
Supervisory Responsibility
Outreach and Coordination Officers of the center office, in addition to supporting in leading the
coordinators of north and south offices as delegated by the Outreach and Coordination Lead.

Accountability

Reports Directly To: Outreach and Coordination Lead
Works Directly With: Outreach and Coordination Coordinators, Iqlaa ع team under different
components, COP, DCOP/Programs, DCOP/Operations & Finance.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as
equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

• BA/S or equivalent experience in economics, social or political science, management or public
administration, international development, or other relevant fields to economic growth
programming. Applicants with other academic track records who bring a strong track record of
work (including at least 2 years of relevant economic growth programming experience) may also
be considered.
• A minimum of 6 years of overall experience managing donor-funded programs with Jordanspecific
experience is strongly preferred.
• Technical experience in economic development integrating gender/youth/social inclusion,
focusing on micro and small enterprise development and systems approaches and
entrepreneurship preferred.
• Demonstrated ability to build and maintain relationships with multiple stakeholders (including
public sector, private sector at both grass-root and corporate levels, and civil society), and
program participants.
• Demonstrated ability to create and implement outreach plans for MSEs/HBBs, market actors,
among many other potential stakeholders.
• Evidence of progressive responsibilities in implementing donor-funded technical assistance
programs, with a strong preference for past USAID-funded projects, this includes experience in
(sub) grants management, management of consultants, and procurement, among others.
• Knowledge of the Jordanian context and key Jordanian stakeholders, as well as work
experience in the Jordanian context, is strongly preferred.
• Fluent verbal and written communication skills in Arabic and excellent verbal and written English
is required.
