OCONUS Position – Jordan
The Alternate Site Manager assists in the management of the project through subordinate supervisory/management personnel, in the areas of safety, productivity and efficiency to the standards of the contract and to the satisfaction of the customer. Has the authority to commit Contractor’s labor forces and the use of resources to meet requirements and the respective site requirements of the contract, when the Site Manager is off-site. Assists with leading, training, and equipping personnel supporting the contract, and follows the Air Force Technical Orders (TO) and Regulations.
The Alternate Site Manger shall work with the Site Manager and subordinate supervisors/management to assign workers to duties throughout the performance areas. Assists in determining schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment and skill of personnel. Monitor employees' work levels and assists in reviewing work performance. Assists in compiling operational and personnel records, such as time and production records. Assist in developing, implementing, and evaluating policies and procedures. Counsel employees about work-related issues and assist employees to correct job-skill deficiencies.
RMS will be performing Base Operation Support (BOS-1) to the United States Armed Forces in Jordan, as part of the AFCAP V Contract
Essential Job Functions
- Assist in monitoring all staff associated with the program.
- Assist with interpreting or developing operational plans to achieve contract objectives and prepare schedules and budgets to meet project requirements working through Program Management Office
- Ensures that all facilities are in good working order and can anticipate when repairs may be needed.
- Assist with developing labor and material estimates to support proposed project schedules.
- Assist with Interpreting and explaining plans, budgets, and schedules to administrative and support staff, subordinate supervisors, and client representatives.
- Responsible for client relations throughout the project life, ensures open and positive communications, and facilitates change management and dispute resolution
- Assist with managing tasks in the field, including day to day coordination of resource allocations, quality control, project safety, management oversight, and integration of plans and schedules to ensure success in meeting goals and objectives.
- Identifies project changes and conflicts against the Performance Work Statement and coordinates through Task Order Manager/Project Manager to resolve conflicts and negotiate required modifications.
- The Site Manager is responsible for meeting Contractor’s work requirements, including scheduling of personnel, work supervision, and quality control for all tasks associated with this Task Order
- The Alternate Site Manager shall be available within four (4) hours to meet on the installation with Government personnel (designated by the ACO) to discuss focus areas
- Assist with the development of and provide monthly reports on the milestones of all operational areas of the contract.
Education & Experience
- High school diploma or GED.
- Shall have a minimum of Six (6) years of services experience related to the requirements and qualifications necessary to manage and perform the tasks for the project.
- Experience in managing Base Operations Services (BOS) contracts.
- Experience maintaining Standard Operating Procedures and performance metrics in accordance with contract requirements and the Project rules/regulations.
- Experience in supply management including ordering, PAR levels, and receiving.
License & Certifications
- Valid U.S. Driver’s License and be able to operate a vehicle with a manual transmission.
- Posses a Valid US Passport preferred.
Knowledge & Skills
- Military protocol and correspondence.
- Air Force Instructions for procurement, lodging, NAF resale and property procedures.
- Air Force Support (SVS) experience not required but highly desirable.
- Intermediate to expert level of all Microsoft products including Excel, Word, and PowerPoint is required.
Additional Requirements
- Must be able to meet all current USCENTCOM Deployment Policy Requirements, including vaccination for COVID-19 as outlined in Paragraph 1.A. of the USCENTCOM JAN 22 MOD SIXTEEN TO USCENTCOM INDIVIDUAL AND INDIVIDUAL-UNIT DEPLOYMENT POLICY
- Able to obtain and maintain a valid multiple entry-visa for Jordan.
- Must be able to work in extreme environmental conditions including dust and high temperatures.
- Must be able to endure long hours, exposure to weather and hazardous conditions.
TRAVEL: 100%, in deployed location.
SECURITY CLEARANCE: Must have and maintain a DoD Secret Clearance.
