Water, Sanitation, and Hygiene (WASH) Senior Officer
Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for WASH Senior Officer
Work place: Jordan – Azraq Refugee Camp
Responsibilities:
1) Ensure management of activities of WASH facilities rehabilitation in line with proposal and directions from WASH PM
- Supervise the work of the contractors, and provide them with directions and instructions on regular basis, including oversees the day-to-day construction activities in different project locations.
- Liaison with contractors and report on the project activities.
- Determine Water Technician requirements by conducting inspections and analytical tests and analyzing data.
- Monitor the progress of the WASH facilities rehabilitation at the HH level and ensure it is implemented as per the specifications, within budget, plans, time schedules and quality standards.
- Monitor the Hygiene Promotion activities at the HH level.
- In collaboration with WASH PM Rehabilitation and water connection to plan the activities according to the development of the projects.
- Carry out regular daily field visits to monitor and follow up on the implementation of the ongoing activities, identify and anticipate problems or constraints and propose solutions and possible improvements.
- Keep updating and archiving the follow up and progress data in an organized way to be used a reference and to be analyzed in addition to monitor the activities’ indicators.
- Monitor the quality of materials used in the project monitoring and report the materials that do not meet the specifications and requirements to WASH PM Rehabilitation and water connection.
- Ensure compliance with ACF policies, SOPs and guidelines.
- Develop and ensure applying safety procedures and standards in the rehabilitation works by the contractor at the HH level.
2)Lead, Monitor, evaluate and provide sufficient technical resources to the team
- Provide direction, assign tasks and give instructions to staff. Also, specify their individual work plans and evaluate the performance.
- Develop and approve BOQs for the needed rehabilitation at the HH level, and approve the technical specifications, brands of the materials and items proposed by the contractor.
- Design the required Hygiene Promotion approach according to the baseline results.
- Develop the required tools and materials for the Hygiene promotion approach and specific activities.
- Communicate with the behavior changes expert in ACF and make sure all the Hygiene Promotion activity tools and methodologies are approved and consulted with the Behavior change expert.
- Support the assigned staff in their professional development, identify training needs, support staff to achieve the objectives defined in their learning development plans and provide them with the necessary training and technical support.
- Develop monthly plans with the assigned team.
- Carry out appraisals and evaluate the supervised team.
- Participate in the recruiting process ;
- Report the WASH relevant training needed and the Gender, protection, health ,confidentiality, inclusivity that will enhance the project implementation quality.
- Assist in the implementation of training sessions on the base ;
- Explain and ensure application of the water, sanitation, hygiene and water management methodologies.
- Organize the work of the team to optimize the capacity of each team member.
- Provide direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
- Assist in the implementation of training sessions in the area of competence
3) Reporting, including Activity Progress, quality plan implementation and field updates and needs
- Report over the achieved activities, provide analysis over the performed activities and identify obstacles that hinder the execution.
- Identify, analyze and evaluate processes and gaps in the implementation phase and make recommendations for improvement.
- Produce and ensure follow up the implementation plans of the construction activities and report the progress to the WASH PM Rehabilitation and water connection.
- Prepare engineering reports by collecting, analyzing, summarizing data and trends, entering data and generating reports and presentations and performing calculations.
- Build BoQs of materials and equipment on monthly basis as per plans and with respect to field requirements, and report the conditions of the used tools and equipment to the WASH PM Rehabilitation and water connection .
- Write weekly and monthly reports and provide the sequence of activities for the WASH PM Rehabilitation and water connection when needed.
- Participate in drafting and analyzing monthly reports that the HoP is in charge of.
- Make sure all the M & E tools revised and approved by PM and MEAL team.
4) Participate in Meetings and Coordination tasks
- Participate in meetings and events of WASH meetings.
- Represent ACF in coordination meetings when the WASH PM is not available or upon their request.
- Support other ACF teams when needed; service, finance, HR, Admin and Logistics, M&E department and any other work related departments or stakeholders.
5) Ensure adherence to Action against Hunger gender requirements
- Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
- Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)

Education:
Diploma / Level of studies Civil/water resource Engineering degree (B.Sc.). or in Water and sanitation engineer / construction engineer / plumbing engineer
Professional experience requested:
- Four years’ experience of working in construction sites and dealing with contractors / INGO experience.
- Previous experience in working in complex and dynamic
Language skills:
Fluency in Arabic and good command in English language
