- Role and responsibilities
The purpose of the Regional Coordinator position is to provide technical support to MERO and Country Offices (Cos) in finance related matters such as, but not limited to:
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines and donor & audit requirements.
- Implementation of financial policies and procedures .
- Prepare and submit reports and analysis budgeting, financial reporting and forecasting,
- Supporting budget holders in procedures and provide team trainings as needed,
- Ensuring that the accounting, budgeting, financial monitoring, and reporting are according to procedures and donor regulations.
- Ensure proper filing of all support documents
Specific Responsibilities
- Oversee and enforce MERO budget management procedures; monitor regional projects spending by means of monthly meetings with budget holders; and report to the Regional Head of Finance on any foreseen or current deviations on planned expenditure that might put at risk the financial viability of the MERO.
- Revise and update all MERO budgets including the Master Budget, following the decisions taken by the Regional Management Team ( RMT )to distribute savings and overspending, in accordance with the regional standard operating procedures ( SOPs) established to that end.
- Produce on a monthly basis the regional forecast of expenses for all regional projects and maintain the regional cost allocation system accurate and up to date.
- Responsible of the contribution to Middle East Regional Office ( MERO )expenses and ensure it is charged to country offices in the region on a monthly basis according to the regional cost allocation table, and as per the Regional Budgeting Instructions.
- Manage the monthly Budget vs Actuals and forecast report to monitor the contribution to MERO’s expenses charged to country offices (Cos).
- Manage all rebooking of regional costs according to NRC Financial Handbook and regional SOPs.
- Responsible for the timely preparation and consolidation of regional grants reports to donors in compliance with NRC’s and donors’ rules and regulations.
- Responsible for the year closing routines, RO annual audit and donor audits preparations and relation with external auditors.
- Liaise with the MERO HR unit for updates on staff status, recruitment, and end date of contracts, etc.
- Capacity building for COs at the request of the Regional Head of Finance including, if necessary, visits to the field to support finance units.
- Support and capacity building for NRC staff in the Middle East (ME) region acting as the point of contact for all Finance Managers in the region,
- Contribute to the design, development, and implementation of regional Standard Operational Procedures in the MERO in close coordination with the Regional Head of Finance.
- Support the Regional Head of Finance in facilitating trainings and workshops for MERO staff and other staff in the region, and in producing training materials for those workshops.
- Other duties as relevant to the job as assigned by the line manager.

1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- Minimum 3 years Experience in working as senior Finance / Finance Coordinator in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts .
- Holding BA degree in finance , accounting , auditing or any related field . MA degree and other professional certifications in the relevant field is a plus
- Fluency in English and Arabic, both written and verbal
- Computer literate : familiar with office 365 , outlook , Microsoft office advances excel in particular
Context/ Specific skills, knowledge and experience:
• Knowledge of other countries in the middle east region .
• Experience in giving remote support to other country offices.
• Experience in capacity building techniques.
