This helps com- munities become more food secure. On average, WFP aims to bring food assistance to more than 80 million people in 80 countries. WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

WFP Ethiopia CO is using CBT as a tool to assist the extremely vulnerable population in various regions under different activities including relief, nutrition, resilience etc. The transfers are meant to meet the basic food needs of beneficiaries (Host, IDP and Refugees). WFP Ethiopia has also started to provide food assistance through value vouchers for people to meet not only their food needs but also to meet nutrition needs of Pregnant, and Lactating Women, and children under 2- years old. In addition to in-kind modality, for disbursement of cash ET CO is using various delivery mechanism based on the context and needs of the community including Mobile money, cash in envelop, bank account, electronic vouchers etc. The CO is aiming to further scale up and expand the CBT operations keeping in view the cash feasibility in various regions

ORGANIZATIONAL CONTEXT

The position is located in WFP Ethiopia in the following duty station and within the specified focus of responsibilities:

Programme Policy Officer (Cash-Based Transfer-CBT) – FT, NOA based in Addis Ababa; under the direct supervision of the Programme Policy Officer (Head of CBT) and the overall supervision of the Head of Programme;

JOB PURPOSE

The incumbent will be responsible for the accountabilities and specific job requirements outlined hereunder.

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
8. Act as an escalation point for complex query resolution on all matters within the area of responsibility.
9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
11. Perform other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

• Ensure timely processing of cash transfers to beneficiaries under different project /activities planed under the CSP
• Draft yearly CBT operational plans in line with the activity unit plans.
• Keep track of various CBT grants including appropriate programming, planning and timely utilization inline with the project proposal.
• Timely coordination with cash working group composed of various units (VAM, Supply chain, ICT, Finance, security and M&E) for providing technical support to all CSP activities implementing CBT programmes and timely resolution of operational issues to support the CBT implementation.
• Represent WFP in external cash coordination forums and donor and partner engagements related to cash transfers.
• Take proactive steps in scaling up and in expansion of CBT in ET CO.
• Provide technical support and guidance to Area office and Field office CBT focal points, government and cooperating partners in the planning and implementation of CBT Programmes.
• Serve as a technical expert and advise on cash based transfer programming for WFP internal teams such as VAM, M&E, Refugees, and Relief, inclusive of keeping up to date on CBT programmes within and outside WFP, and documenting lessons learned and best practices.
• Advise on CBT programming at different stages of the programme management cycle–from strategic planning and design to pilot to implementation.
• Support the Analytics team in developing guidance and building capacity on CBT programming; as well as supporting the development and implementation of quality cash transfer programs.
• Support in creating relationships with private service providers–such as mobile money, technology providers, third parties, etc.–that work in delivering innovative electronic transfers.
• Support the development of materials and guidance for CBT programs in varying development contexts.
• Support the development of CBT specific Programme SOPs, CBT risk register jointly with functional units
• Assist in delivering trainings to staff on response analysis, market assessment and the design and implementation of cash based programs.
• Support the development of concept notes related to cash-based programming
• Advise Management on CBT issues, and contribute to the collection and verification of CBT information required for the preparation of donor reports. Finally, he/she will ensure that the gender dimension is taken into account in the implementation of the CBT activity in its quantitative aspects (disaggregation of data collected and reported by sex and age) and qualitative (promotion of equality and women's empowerment in interventions).

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Business administration, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance or another field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience: At least 2 years or more years of senior progressive work experience in the Programme or related area

Language: Fluency in English language and the duty station’s language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to designing and implementation of CBT programmes.
• Has observed or assisted with policy discussions on CBT.
• Demonstrated expertise in gender analysis, familiarity with gender marker modalities.
