ORGANIZATIONAL CONTEXT

The CSP focuses on five interrelated thematic areas:
• Support and complement the Government’s social protection programs

• Support the refugees and migrants through food assistance and resilience building
• Improve the nutritional status of Egyptians with a focus on Pregnant and Lactating Women and
infants under two years of age;
• Support resilience of vulnerable smallholder farmers and Bedouin communities in Upper Egypt and
frontier Governorates; and
• Provide capacity strengthening to the Government and support South-South cooperation between
Egypt and neighbouring countries.
WFP Egypt strives to meet the needs of the beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers, or a combination of all three.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

Key Accountabilities:

the Data analyst/ architect will work within the Programme Team in WFP Egypt Country Office in support of its Cash-Based Transfers operations by implementing the following:
• Beneficiary data management for all beneficiaries:
• Support the definition and roll out Cash Base Transfer data management for the Egypt
Country Office CBT unit based on:
• Mapping of data flows and existing systems within WFP CO on beneficiary information
(identities, enrollment, payment, reconciliation and monitoring) and with external databases.
• Identify key information for reporting and analysis.

KEY ACCOUNTABILITIES (not all-inclusive)

Establish/ advise/maintain secure data repositories and secure data sharing platforms that provide the means to upload and access beneficiary information from various sources and receive reports from partners and FSPs for reconciliation and reporting, including defining
access and user roles.
• Manage a data management process including secure and accurate data flows that can take into account multiple programmes, modalities, distribution cycles, sources of information, and external partners.
• Generate reports including Monthly Payment List Memo, Reload Memo (where relevant), Reconciliation Memo (for all modalities) and any other reports based on programme need.
• Deduplication: based on existing data and processes, assess deduplication needs (for both internal and external/government lists)
• Support with the development of a process/ SOPs for data integration with key external databases.
• Support with technical inputs to the country office digitization strategy, which includes supporting efforts to ensure interoperation ability between WFP MIS (SCOPE), and government owned platforms
• Support in other data analyst tasks for the vulnerability based targeting data collection, data management and data verification exercises
• Support the roll-out of data management initiatives aiming to improve, streamline, and harmonize the flow of EG CO operational information across BI/Tableu dashboards including mapping of data sources and users’ needs
• Troubleshoot integration issues between SAP HANA and DOTS, API Gateway, Tableau and SCOPE systems.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Information Management, information systems, Computer science or a related field

Experience: Five (5) years of progressive relevant experience in case of holding a secondary school or diploma certificate, (4) years in case of holding a bachelor’s degree or higher

Language: Fluency in both oral and written communication in English and Arabic languages

OTHER SPECIFIC JOB REQUIREMENTS

  • Good understanding of Data Science.
  • Good understanding of operational programme data needs in complex environments.
  • Good understanding of Cash Based transfer programming and reporting
  • Demonstrated interest and/or experience in humanitarian and development work
  • Specific experience in the design, set-up, and implementation of data systems.
  • Proven capacity to support data and digital strategies in complex operational environments.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has facilitated communication with technical teams (i.e. nutrition, VAM, CBT, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.

TERMS AND CONDITIONS

Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and be subject to a probationary period of one year, which may be extended to 18 months.

Annual Net Pay Salary: as per the established salary scale with then the country

Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.

Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance

United Nations Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%

Medical Insurance: mandatory for the staff member and can be extended to dependents in a cost-sharing

Annual leave: 2.5 days a month and Sick leave: 2 days per month

Official Holiday: 10 days as officially established for each duty station
