Position Title: MEAL Coordinator
Key Responsibilities:
This position aims to ensure that programs/projects meet WV's quality standards for monitoring, accountability, evaluation and learning across the country's programme of Responsibility (Jordan, Syria, or Turkey). The MEAL Coordinator will oversee the systematic collection and analysis of objectively verifiable evidence to monitor the country's programme progress to meet the objectives of the World Vision Syria Response strategic plan. This position will establish and lead the implementation of functional M&E systems, humanitarian accountability mechanisms and quality assurance mechanisms with required protocols and guidelines. The position will also lead the quality reviews of MEAL processes and products and provide timely feedback to key stakeholders within the country of Responsibility.
MAJOR RESPONSIBILITIES:
Technical Leadership and Systems Development
- Ensure that the WVSR Portfolio of responsibility (Jordan, Syria or Turkey) has M&E plans & measurement processes established, with clearly outlined KPIs and methodologies.
- Establish and maintain (up to date) country-level and context assessments as needed.
- Take leadership in the WVSR country-level MEAL system and ensure synergy between the different M&E, humanitarian accountability & learning processes.
- Ensure that the Country-level MEAL system is developed based on local capacity, cost-effective approaches, and sustainable processes and is aligned to the overall WVSR MEAL system.
Monitoring, Implementation & Reporting
- Ensure all approved projects have M&E and Humanitarian accountability processes aligned to the response level MEAL System and meet the required standards.
- Ensure WV's frontline and technical staff are equipped with knowledge, tools and resources to support MEAL functions
- Ensure monitoring processes are systemized in ways that meet donor requirements, are cost-effective, avoid repetitive processes, and have less beneficiary fatigue.
- Ensure partner & direct implementation is monitored regularly for quality standards and humanitarian principles through scheduled visits, spot check/verification visits against reports, and reports reviews (per agreed schedule with donors and partners).
- Ensure the effective functioning of the country–level MEAL system and that the outputs of this system reach response management and other stakeholders accurately and in a timely manner, and prompt critical thinking and influence program & strategic direction.
- Ensure MEAL findings are regularly presented at the program review meetings and prompt critical thinking at the project management & senior management level.
- Develop and oversee a Response Monitoring Dashboard that will integrate critical indicators for Response Strategy.
- Help identify and design innovative practices to improve organizational efficiency and effectiveness in M&E and Humanitarian accountability.
- Ensure all MEAL-related data, reports, and records are clearly organized and archived in a central location for future reference.
Project Closeout, Evaluations, & Learning
- Ensure a learning culture is established within the country of responsibility and among implementing partners to document learnings and best practices for ongoing and future programming.
- Ensure all country-level & thematic researches are reviewed for methodological thoroughness and output quality.
- Lead and coordinate programme project Evaluations periodically in the country of Responsibility.
- Ensure appropriate dissemination of project and program level Evaluation findings.
Humanitarian Accountability
- Ensure the implementation of a humanitarian accountability plan/design developed based on the community preferences on providing information, consulting with communities, promoting participation and collecting & acting on feedback & complaints
- Ensure community members and partners are sensitized about their right to information, to be consulted, participate and provide feedback and complaints, balanced with a responsibility to support solutions.
- Ensure that MEAL staff develop quality information provision materials through consulting with the core accountability team and other relevant departments.
- Ensure communities and partners have constant access to information about WV's programs and to channels that can process complaints & feedback with confidentiality & respond appropriately within predefined standards.
- Build capacity of staff, communities and other relevant stakeholders on accountability guidelines and procedures
- according to their requirements and needs
- Ensure communities are engaged in measuring the effectiveness of Accountability practices and provide recommendations for and address areas that need improvement
Management, Capacity building & Coordination
- Ensure all M&E staff supervised by this position are guided and mentored and their capacities built to deliver high-quality outputs.
- Support the MEAL team members and the WV management team in prompting critical thinking.
- Ensure that plans are in place and intentional efforts are made to establish capable and committed teams.
- Ensure partner capacity is built to comply and produce high-quality M&E products in-line with WV & donor standards & requirements.
- Ensure management of day-to-day M&E tasks is completed with appropriate resources, proper planning, and the highest required standard.
- Ensure the country-level MEAL team (staff & functions) are sufficiently funded to operate effectively.
- Sign off on all Surveys (Impact assessment, Post-implementation monitoring studies, baselines, evaluations) conducted in the country of responsibility for sharing with the Response MEAL Manager.
- Ensure WV is well represented in MEAL-related working groups and forums as relevant in the country of responsibility.
- Support other tasks as assigned by the MEAL Manager.
Required Professional Experience:
- A minimum of 5 years in Monitoring and Evaluation is critical, especially in emergency contexts and grant-funded projects.
- Proven experience in establishing a fully functional MEAL system for programmes and projects funded by bilateral & multilateral international donors.
- Proven experience in leading large-scale data collection activities (mix methodologies) from designing to report writing.
- Proven experience in staff capacity building
- Proven experience in establishing MEAL systems for sub-grantees and local partners.
- Experience in coordinating MEAL functions at a national level for an INGO covering some of the following sectors / thematic areas is critical: Health, Cash, Food, WASH, shelter, Education, Child protection and livelihoods.
- Thorough knowledge of quantitative and qualitative data collection methods and analysis is essential, especially using SPSS or excel for quantitative analysis.
- Thorough knowledge of writing technical MEAL reports is essential.
- Thorough knowledge of Sphere, Core Humanitarian Standards, the Red Cross Code of Conduct, child rights, human rights, DNH, and DAC evaluation criteria are essential.
- Thorough knowledge of the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essential
- A good understanding of database management and data structures is preferred.
Required Education, training, license, registration, and certification:
Bachelor's Degree in Social Sciences/Development Management/International Development/Statistics or relevant field.
Preferred Knowledge and Qualifications:
- Post graduate qualification in M&E. (Preferred)
- Proficiency with statistical analysis using SPSS or equivalent and database management preferred.
- Previous working experience with World Vision can be an advantage.
Travel and/or Work Environment Requirement:
- The position might require travel to and work in intense contexts, including those with high volatility and deemed high-security risks.
- This role involves the technical review and capacity building of field MEAL staff
Language Requirements:
English, Arabic (highly advantageous)
