BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

The Emergency Operations Division (EME) supports WFP’s Regional Bureaus (RBs), Country Offices (COs) and partners to prepare and respond to current and future emergencies in a rapidly changing humanitarian environment. EME provides a field-focused, service oriented, steering and convening role focusing on forward-looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response. In particular, the ability to timely deploy surge staff with the required operational experience and technical skills remains a critical factor for effective emergency response.

The Global Surge Coordination Unit (GSCU) within EME identifies, upskills and deploys emergency response staff in support of life-saving operations where required. It is responsible for managing the process of identifying and deploying personnel in response to staffing requests, leveraging a pool of qualified candidates. The GSCU also maintains Standby Partnerships with governments and NGOs to field technical experts when needed. It also holds the Surge Learning team which capacitates staff through a curated learning journey that ensures those deployed have the right skills to make an impact.

Under the supervision of the Chief of Unit, the consultant will lead and conceive the intelligence and data management across the teams of the GSCU; advance internal and external materials to promote the visibility of the work of the unit; consolidate and streamline business processes to improve the efficiency of the unit as a whole; coordinate the monitoring of key performance indicators and manage the unit’s response to information requests.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Lead the intelligence management and data analysis products such as annual reports, fact sheets, lessons learnt, analytics on Surge Coordination
  2. Formulate, review and circulate GSCU content and branding ensuring consistency of terminology across all outgoing didactic and communication materials including notification templates in emergency operations
  3. Manage and maintain the GSCU’s online and hardcopies filing system ensuring the accessibility and integrity of the unit’s data and file
  4. Coordinate the writing and updating manuals and Standard Operating Procedures (SOPs) related to the work processes of GSCU Coordination in line with the most recent HR rules and guidelines
  5. Monitor the progress of the different teams in the unit, synthesize up to date projects status for the Chief of Unit, divisional management and other internal/external stakeholders, producing a unit-wide Weekly Bulletin and responding to requests for materials
  6. Organize and introduce the GSCU and its work to various audiences internally such as new members of the team as part of their onboarding, other units and divisions in WFP, and external entities
  7. Act as a subject matter expert for the development of GSCU contents for new online platforms aimed at improving the efficiency of surge systems
  8. Coordinate the reporting of key performance indicators (KPIs) across GSCU teams, ensuring that key statistics are collected and reported in accordance with the established methodology to management, the Front Office and other requesting parties
  9. Collaborate to update as needed, in cooperation with relevant teams, GSCU’s content on WFPgo, OPWeb, and other online platforms
  10. Liaise with internal and external focal points to contribute to divisional or organizational vector graphics, bulletins, and communications products; printing of didactic and communications materials; organization of webinars and other events; drafting and circulating actualities on GSCU Coordination in the different WFP products and platforms
  11. Guide and supervise more junior staff assisting in intelligence management and data analysis products, acting as a point of referral and supporting them with analysis and queries.
  12. During Emergencies, be available to deploy to support coordination efforts on the ground.
  13. Any other duties as requested by the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in International Relations, Public or Business Administration or other relevant field, or First University degree with additional years work experience or trainings/courses.

Experience:

Typically, five or more years of postgraduate professional experience with an interest in international humanitarian development. Experience with information/knowledge management and communications is desirable. Experience with project management is also desirable. Field experience with WFP would be desirable.

Knowledge & Skills:

  • Broad knowledge and/or experience of operations in an information and knowledge management role.
  • Expert written and oral communications skills and ability to speak to various audiences.
  • Broad knowledge of best practices, techniques and processes of emergency surge staffing with some understanding of the basic HR theoretical background.
  • Proficient in the use of Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, Yammer, Teams, Visio, Forms, and Outlook.
  • Experience in using production systems and software tools required to edit, produce and curate content on a variety of platforms.
  • Proficient with graphic design tools such as Adobe Photoshop/Illustrator, Canva, etc.
  • Self-starter with proven ability to meet tight deadlines, adapt in a rapidly changing environment and pay close attention to details
  • Ability to analyse data, draw conclusions and recommend a course of action. Familiarity with developing vector graphics would be an asset.
  • Excellent interpersonal skills to work effectively with different teams and clients, maintaining positive working relationships.
  • Ability to identify client’s need and match them to appropriate and innovative solutions.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processed and systems.

Languages:

International professional: Fluency (level C) in English language. Intermediate knowledge (Level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language Portuguese.
