ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

BACKGROUND AND JOB PURPOSE

WFP recognizes that gender equality and women’s empowerment are key to fulfilling its mandate of ending global hunger and saving lives during humanitarian crises. The lack of gender equality and women’s empowerment exacerbate and reinforce the underlying cause and effects of food and nutrition insecurity. The WFP Gender Policy (2022) provides overall direction and guidance for integrating gender equality and women’s empowerment (GEWE) in all WFP work to ensure that diverse food security and nutrition need of women, me, boys and girls are addressed. A strong gender transformative focus is key to WFP delivering on the commitment to gender equality and women’s empowerment and effective implementation of new Country Strategic Plan.
In order to help the country office meet this commitment, building on ongoing commitments to mainstreaming gender and incorporating gender transformative activities in the COs programming, WFP is seeking to hire a dynamic and driven Gender Associate. The Gender Associate is expected to support the implementation of the Gender Action Plan for WFP Mozambique’s Country Strategic Plan (CSP), in close collaboration with the Gender and Protection Advisor, as well as providing ongoing technical support to WFPs interventions across the country profile including nutrition, school feeding, emergency food assistance (in-kind and CBT modalities) and resilience among others.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in gender, human rights or international development is desirable.
Experience:
• Participating in the implementation of technical programs relevant to gender and inclusion.
• implementing programmes with increased level of responsibility.
• Providing input to policy discussions.
• Implementing gender focused capacity building.
Language: Fluency in both oral and written communication in both English and Portuguese languages. Knowledge of at least one local language desirable.

KNOWLEDGE & SKILLS

• Familiarity with Agenda 2030 and respective targets – particularly SDG1, SDG2, SDG5 and SDG17 – and how the work of WFP can contribute to achieving them;
• Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
• Basic understanding of technical and theoretical concepts pertinent to gender;
• Strong knowledge of key national and regional contexts and issues;
• Quantitative and qualitative analytical skills;
• Ability to produce high-quality written outputs in the working language.
• Understanding of basic principles of stakeholder engagement with government and other counterparts at the national or local level.
• Appetite for exploring and experimenting with new ideas and approaches.
• Ability to work independently in a timely and organized manner;

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Contribute to the development of programme activities, plans and processes, ensuring alignment with gender policies and guidance.
2. Undertake gender analysis to support programme design, planning and implementation in both humanitarian and development operations.
3. Support the capacity building of WFP staff, partner staff and Government representatives by developing training materials, designing and overseeing the delivery of gender training activities.
4. Working with the M&E team, contribute to strengthened monitoring of gender equality and women’s rights results across WFPs interventions. Ensure quality timely reporting on gender results for annual reporting processes.
5. Support the Reporting Unit in ensuring reports and funding proposals include relevant and up to date gender information.
6. Liaise with internal and external counterparts to ensure effective collaboration in the area of gender.
7. Support the identification, development and management of potential partnerships in the area of gender.
8. Support implementation of the annual Gender Action Plan.
9. Collaborate closely with the communications team to develop gender sensitive and gender centred communications materials for internal and external purposes.
10. Lead planning and implementation of commemoration of international and national days focused on gender equality.
11. Any other requirements as indicated by the supervisor.
