ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to monitoring and evaluation unit

key accountabilities

  • Provide technical support and assist in the Monitoring and Evaluation activities and processes for alignment with wider M&E policies and guidelines.
  • Prepare a range of monitoring reports and data analysis ensuring deliverables adhere to corporate standards and quality control.
  • Ensure and/or perform accurate, timely recording of and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage and maintain the M&E system by carrying out but not limited to backing-up data, monitoring system performance and connection, running system diagnostics, system optimizations, etc.
  • Maintain and support M&E database system full functionality using mobile data collection through tablets.
  • Maintaining the M&E database system, and electronic documents, in addition to maintaining the information and knowledge system/procedures, and provide support to system users.
  • Resolve a variety of problems and/or assist in resolution of problems mainly raised by WFP field monitors, cooperating partners’ staff.
  • Provide Monitoring Assistant’s with random generated monitoring sample.
  • Keep up to date reporting templates, and monitoring forms as required.
  • Assist in extracting different type of information, and reports based on the data available on the system database.
  • Provide support to any targeting/re-targeting exercise
  • Update or add new data entry interface based on registration form updates.
  • Ensure timely monitoring data entry on COMET
  • Support evaluations as needed
  • Coordination and follow-up with the admin and finance units to ensure their timely support to the M&E unit
  • Perform other related duties as required in support to the M&E team

STANDARD MINIMUM QUALIFICATIONS

Education: Secondary school certificate with related work experience and or training courses in the targeted specialization area. A university degree is desirable

Experience: Six (6) years of progressive relevant experience in case of holding a secondary school certificate, (5) years in case of bachelor’s degree or higher

Language: Fluency in both oral and written communication in English and Arabic languages

TERMS AND CONDITIONS

Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and be subject to a probationary period of one year, which may be extended to 18 months.

Annual Net Pay Salary: as per the established salary scale with then the country

Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.

Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance

United Nations Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%

Medical Insurance: mandatory for the staff member and can be extended to dependents in a cost-sharing

Annual leave: 2.5 days a month and Sick leave: 2 days per month

Official Holiday: 10 days as officially established for each duty station
