Job Summary
The Finance Officer will support the BORDA Jordan Office Management with all finance related aspects of BORDA’s new Country Office in Jordan. This includes bookkeeping, petty cash management, payroll and bank management, monthly finance reconciliations, financial reporting, cash-flow forecasting and other related tasks.

BORDA e.V. is active outside Germany in over 20 countries in Asia, Africa and Latin America. Its activities focus on achieving the 2030 Agenda for Sustainable Development by enabling the transition towards liveable and inclusive cities which give disadvantaged urban and peri-urban populations access to essential public services such as on-site sanitation, faecal sludge management, solid waste management, energy, and water.
In Jordan, BORDA has been active since 2018 and established the BORDA Jordan county office on 2019; therefore, committing long-term support to the country’s developmental efforts in the WASH sector.

Main responsibilities include but are not limited to the following
- Project Accounting
- Accounting for BORDA Jordan’s project accounts in line with BORDA and donor regulations and standards of procedure
- Data entry for all transactions in the approved project accounting software (WINPACCS)
- Prepare payment vouchers for cash and bank transactions, invoices and other financial documents for project documentation purposes
- Control petty cash at a set limit and prepare petty cash reconciliations on a monthly basis in line with BORDA and donor regulations
- Initiate all bank transactions, maintain the online banking platform and prepare bank account reconciliations on a monthly basis in line with BORDA and donor regulations
- Check and process travel claims from staff in accordance with applicable travel policies
- Monitor and follow-up on outstanding payables and receivables and clear them in the system when payments are made/ received
- Prepare the monthly payroll including the calculations of statutory payments such as income tax and social security
- Maintain a close relation with the bank and update Management on new bank regulations
- Maintain oversight of all financial project deadlines
- Implementation of relevant financial policies, procedures, and practices in close cooperation with the BORDA operations team to ensure financial transparency and clear accountability at all times
- Financial Reporting
- Prepare and submit financial documentation/ reports for and to the Country Office Management and the BORDA Regional Office in line with internal and donor guidelines and deadlines
- Prepare and submit cash-flow forecasting to and for the Country Management and the BORDA Regional Office in close liaison with the implementation team
- Prepare monthly financial reports and statements for the local authorities in Dushanbe in line with the local finance regulations
- Maintain and update the proper hard and soft filing system for project documentation – including management of means of verification according to BORDA and donor regulations and standards of procedure
- Audit preparation
- Prepare the documentation for project audits in line with BORDA and donor regulations, standards of procedure and deadlines
- Prepare the documentation for annual statutory audits in line with local regulations and deadlines
Required Qualifications
- Graduate in finance, accounting, or any related field
- Minimum 3-5 years of professional experience in accountancy for NGOs/ civil society organisations
Required Sills & Personal Competencies
- Excellent knowledge of accounting standards and procedures
- Excellent knowledge of standard accounting software, knowledge of WINPACCS software of advantage
- Excellent knowledge of MS Office (especially Excel)
- Excellent command of spoken and written Arabic & English
- Excellent self-organisation and time management skills to handle multiple priorities and deadlines effectively and efficiently
- Excellent attention to detail
- High level of involvement, engagement, and ownership as well as pro-active thinking
- Able to work in a multi-cultural environment
- Able to work with minimal supervision
