General Position Summary

Working in the Finance Department under the direction of the Senior Country Finance Manager, the Finance Manager will have primary responsibility for overseeing the accounting operations of Mercy Corps Jordan. The Finance Manager will ensure the accuracy and completeness of Mercy Corps accounting records and will primarily assist in managing the monthly accounting cycle for the program while maintaining proper filing and tracking systems. S/he will also be responsible for overseeing, ensuring, and facilitating the compliance of programs with donor regulations and for all aspects of financial management of the program – including financial transactions review, payments and banking, budgeting, financial reporting, grant financial management, and compliance with Mercy Corps internal policies and procedures as well as donor regulations. The Finance Manager, in support of the Program Department, provides timely reports and assistance to the Program Teams to ensure that financial resources are used efficiently and effectively.

Essential Job Responsibilities

STRATEGY & VISION

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
  • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country- wide strategy development.
Financial Operations
· Oversee month-end accounting close process, ensuring accuracy and completeness of the ledgers and all supporting documentation in all country offices (coding, approval, uploading…).
· Ensure proper calculation and on-time payments of payroll, benefits and taxes
· Provide financial review for procurement and payment documents
· Approve and post transactions in the accounting system (Payment, payroll, reconciliation…)
· Oversee bank account management: bank accounts opening and maintenance, authorized signatures, cash balance.
· Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.
· Provide monthly management reports to the Program Managers, including expenditures by cost center/project and other financial information, in a timely and accurate manner.
· Prepare and review budget for new projects or amendments in close coordination with the Program Managers, Director of Programs and Finance Directors.

– Perform other related special projects and duties as determined and assigned by management.

TEAM MANAGEMENT
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team members as necessary.
Internal Controls
  • Assist in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations.
  • Assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular those providing a direct financial benefit to participants (e.g., vouchers, cash distributions), requiring high value procurement, or the distribution of in-kind goods.
  • In coordination with relevant teams, perform periodic internal control reviews of in country financials.
  • In coordination with the Country Finance manager, assist with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings.

  • Interface with the donor representatives to convey information about programs as appropriate.
  • Participate in sharing best practices with NGOs and governmental agencies.

Accountability to Participants and Stakeholders
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Finance Coordinator, Finance Officer and Finance Assistants.

Accountability

Reports Directly To: Senior Finance Manager

Works Directly With: Accounting Manager, HQ Regional Finance Officer (with authority for technical financial matters); members of Operations and HR, Subgrants Compliance and Capacity Building team, Program and Project Managers, TSU team members, and others.

Knowledge and Experience

  • A BA/S or equivalent in accounting or finance required; advanced degree preferred.
  • At least 7+ years of progressive financial management experience, including supervisory experience required.
  • At least 4 years’ experience in grants management as well as an understanding of USAID, ECHO, EC, DFID, UN agencies regulations required.
  • At least 3 years’ international experience required; international NGO/PVO field office experience is preferred.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Prior management experience and strong organizational skills.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Fluent written and oral communication in English. Fluency in Arabic is required.

The successful candidate will possess an exemplary ability to interact effectively across international and national program and finance teams successfully, both in a managerial as well as training capacity. S/he will be able to support programmatic objectives with timely and meaningful financial information, have a demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities. An impeccable professional standard of finance and procurement ethics and the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Finance Manager will possess a broad understanding of humanitarian and development programs coupled with the ability to analyze financial operational data and clearly present conclusions and recommendations is essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
