BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of Data Governance Analyst to be part of the Data team in the Corporate Planning and Performance (CPP) Division, under the general supervision of the Chief CPPI, Data and Insights branch, based at our Headquarters in Rome, Italy. The CPP Division establishes standards, products, and services to ensure transparent and accountable planning, budgeting, and performance reporting function in WFP.
KEY ACCOUNTABILITIES (not all-inclusive)
• Design and establish a Data Governance practice for CPP
• Coordinate and provide guidelines and usage policies for CPP data including CPP Master Data Management, meta-data management, data integration, data model, data glossary, and ontology.
• Coordinate with CPP Data Stewards and contribute to knowledge management efforts
• Contribute to the development of Corporate Planning and Performance Ontology.
• Maintain the CPP data catalog
• Identify and monitor metrics for data quality, data integrity, reliability, timeliness, and completeness
• Develop and implement data standards, with methods and tools guaranteeing metadata is well captured aligned with corporate practices.
• Analyze and propose solutions for data distribution across integrated CPP data domains.
• Collaborate with TEC counterparts to ensure all activities follow corporate governance practices and standards.
DELIVERABLES AT THE END OF THE CONTRACT:
• Demonstrated progress on consistent delivery of CPP Ontology, common data catalog, metadata management.
• Documented data governance processes and the relevant tools and methods for the CPP data landscape.
• Demonstrated CPP data governance improvement.
• Data integration supported with data validated, available, and access managed
• Demonstrated progress on activities supporting key data initiatives
• Knowledge Management: End-users are able to search and find information related to CPP data.
• Performed other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University Degree in Business Administration, Data Management, Information Technology, Engineering, Statistics, Economics, Information Technology Management and other relevant disciplines.
Experience:
10+ years of relevant, progressive work experience in data architecture, data governance, data science, data management, Business Intelligence and analytics, and project management;
• Experience in data management, data governance, data modeling, database design, glossary definition, and metadata model.
• Experience in developing project plans.
• Strong track record of delivering results in a complex environment.
• Experience working on information technology projects is essential.
Knowledge & Skills:
• Demonstrable experience in working with multi-disciplinary teams;
• Technical knowledge and understanding of data architecture complexity.
• Experience in data model design and metadata management;
• Considerable experience working with a broad range of data collection, data mining, data discovery, ETL, and data cleansing.
• Experience in using the programming language: python or SQL (experience with R is a plus).
• Experience with Palantir Foundry is a plus.
• Good understanding of project management methodologies;
• Experience convening working groups and events with an audience of cross-functional specialists at various levels.
• Apply an analytical approach with attention to detail. Consistently demonstrate problem-solving perspective.
• Motivated to deliver. Can work independently to set objectives, quality standards, and deadlines.
• Work effectively under pressure and develop solutions and ways of approaching situations.

Languages:
Fluency in English; Intermediate level of one, or more, of the following official languages: French, Spanish, Arabic, Chinese, Russian and Portuguese, is desirable.
