Regional Innovation Officer (RIO)

To support these efforts, the ICRC Innovation Facilitation Team, based out of the Executive Office of the Director General, works to identify, facilitate, and accelerate the best ideas and most powerful solutions across the ICRC. The team guides staff in different departments and delegations to design and implement well-structured innovation pilots, oftentimes with the support of seed funding and innovation methodologies.
From 2018 to today, the Innovation Facilitation Team has built a portfolio of 80 innovation initiatives from 26 delegations and 31 units. These initiatives are testing a range of different solutions across key programmatic areas – from new technologies, products, processes, to mechanisms for partnering and financing.
To bring innovation closer to the field and increase support available to delegations, the Innovation Facilitation Team aims to reinforce its capacity with a Regional Innovation Officer (RIO) based in NAME.
PURPOSE OF THE POST
The RIO will support innovation activities of delegations in the region, including identifying and guiding new and ongoing initiatives, building capacity, providing advisory and facilitation services to in-country innovation and foresight events, and contributing to the creation of a network of country relays. The RIO will also contribute to the development of Innovation Facilitation Team resources, including reporting and communications.
We are seeking a highly motivated and qualified individual who will work under the supervision of NAME Region and the Innovation Facilitation Team. Candidates should expect this to be a 50% traveling position, moving around their assigned region as part of the efforts to build innovation capacity in delegations and search, support, and monitor existing and new initiatives and opportunities
ACCOUNTABILITIES AND RESPONSIBILITIES
- Advise and Develop
- Advise on including innovation and foresight elements in the Regional Strategic Framework and thematic strategies
- Liaise with the RRN in the development of new ideas, leveraging climate, social and technological innovations
- Build innovation and foresight capacity in delegations
- Liaise closely with the Innovation Facilitation Team and community of practice with the aim of making the ICRC an effective influencer in foresight, innovation and related developments
- Support and Outreach
- Provide support to delegations for identifying and testing new and ongoing solutions, with focus on well-structured pilot design and use of innovation methodologies
- Identity opportunities and contexts for replicating successful innovation initiatives from the 2018-2022 portfolio in close collaboration with the Innovation Facilitation Team, including from the NAME Climate & Conflict Challenge which resulted in 12 pilots
- Support outreach and linkages to the regional ecosystem of partners and practitioners on foresight and innovation, such as local think tanks, NGOs, Universities, and other government or semi-government institutions
- Support and engage the emerging community of practice among ICRC practitioners in innovation and foresight
- Produce content for external and internal communications and regularly provide updates on RIC activities for the ICRC Inspired blog
Required Experience and Education:
- A minimum of 3 years of previous experience working with the ICRC is required
- Excellent computer skills, including email and Microsoft office software is required
- High proficiency in English (Arabic is an asset)
- Ability to relocate and/or work within a region-based delegation is required
- Ability to travel (approx. 50%) throughout the region is required
- An innovative mindset and a team-oriented personality is required
- Excellent interpersonal/networking skills
- Bachelor’s Degree or relevant diploma in international development or community development is an advantage
- Experience working in innovation and/or technology is an advantage
- Driver’s license is an advantage
The contract will be Fixed contract for 12 months (with possible 12-month extension)
